Tell me about this job. The Senior Cyber Engineering Program Manager will support the Air Force’s Sentinel Inter-Continental Ballistic Missile (ICBM) weapon system acquisition program. This is a long-term acquisition and sustainment program which is anticipated to remain operational until 2075.

This individual will lead the Cyber Survivability Engineering team as well as actively contribute in performance of the day-to-day team responsibilities. This individual will perform functions such as hiring, evaluating, training, making assignments, reporting, approving timesheets, performance management, salary administration, mentorship and development/retention of staff. They will work with other organizational leadership on priorities, fostering strong relationships, meeting business goals, and so forth. This individual will also help build teamwork, improve communications, develop/enforce policies, and work with stakeholders (internal and external). This position provides the opportunity to develop and hone communication, customer relationship, and leadership skills while working with a close-knit fun-loving team of other cyber engineering professionals.
This position works with The Sentinel Information Systems Security Manager (ISSM), System Program Managers (PMs), the Sentinel Authorizing Official (AO), and their representatives to meet the program acquisition strategy and the program’s Cybersecurity Strategy. The team’s goal is to ensure the development of a safe, secure, and effective weapon system employing robust cyber survivability methodologies. You will also ensure the review of technical and system design documentation, coordinate to obtain and maintain Authority to Operate (ATO) approvals for various ICBM weapon systems, subsystems and supporting systems.The successful candidate will be disciplined, self-motivated, and can adapt to a fast-paced environment with the desire to make a difference. Knowledge and experience in engineering cyber resilient systems and/or software, working with the DoD’s Cybersecurity processes, and working knowledge of the Risk Management Framework (RMF) is required.The specific responsibilities of this position include, but are not limited to:
  • Serves as the ISC cybersecurity technical advisor, consultant, and primary point of contact to the Sentinel ISSM supporting the AO, System Program Manager (SPM), and Information System Owner (ISO)
  • Works with senior management building and delivering cyber technical and business-based briefings, whitepapers, and analysis reports
  • Development and application of Cyber System Security Engineering practices/processes as defined in NIST SP 800 160 Vol II: Developing Cyber-Resilient Systems.
  • Fulfills the ISSM responsibilities defined in DoD Instructions 8500.01 and 8510.01, AFI17-101 Risk Management Framework (RMF) for the Air Force Information Technology (IT), and the “DoD Program Manager’s Guidebook for Integrating the Cybersecurity Risk Management Framework (RMF) into the System Acquisition Lifecycle”
  • Conducting offensive architecture analysis and design of defense-in-depth solutions
  • Leading the development of system security plans including, security concepts of operation, risk management matrix, security control traceability matrix, security test procedures, and plan of action and milestones
  • Analyzing vulnerability assessments to validate system compliance with RMF controls and DISA Security Technical Information Guidelines (STIGS)
  • Leading and coordinating security test event (table top and practical) teams to achieve accreditation milestones
  • Verifying and validating vulnerability resolutions and/or mitigations
  • Analyzing static code scans and dynamic code scans to detect software vulnerabilities
  • Reviewing all system technical and process changes to determine security relevance
  • Supporting proposal activities, developing innovative cyber solutions and developing accurate cost estimates
This position requires an active Secret clearance upon hire date. The applicant must be able to obtain and maintain a Top Secret/SCI clearance. An active Top Secret/SCI clearance is preferred.This position is located at 6008 Wardleigh Rd, Hill Air Force Base, Utah

Required Education, Experience, & Skills
  • BS/MS in technical or managerial program (e.g., Computer Science, Information Technologies, Electronics, System Engineering)
  • Bachelor of Science Degree with 10 years of cybersecurity or IT work experience (education requirement may be waived for equivalent experience) or;
  • Master of Science Degree with 8 years of cybersecurity or IT work experience (education requirement may be waived for equivalent experience) or;
  • PhD with 6 years of cybersecurity or IT work experience (education requirement may be waived for equivalent experience)
  • Prior experience working with senior management including technical and business-based briefings
  • Able to obtain a U.S. Government Top Secret/SCI security clearance
  • DoD 8570 IAM Level III certification (e.g., Certified Information Systems Security Professional (CISSP), CompTIA Advanced Security Practitioner (CASP), etc.) or ability to obtain such within 6 months of being hired
  • Experience or knowledge of cybersecurity, networks, system components, system protocols, COTS technology, and software development
  • Experience developing external customer relationships and ability to communicate cybersecurity concepts and requirements with senior leaders
  • Effective organizational, time management, and communications skills (written and verbal)
  • Able to work independently, demonstrate strong initiative, and organize daily tasks with minimal supervision
  • Strong communication skills (oral and written) commensurate with expected mid- to senior-level civilian and military participants from various U.S. Government agencies
Preferred Education, Experience, & Skills
  • Experience or knowledge of systems engineering process and methodologies
  • INCOSE certification or working knowledge such as Certified Systems Engineering Practitioner (CSEP) and or other professional related engineering certification
  • Experience and working knowledge in digital engineering practices like model based systems engineering (MBSE)
  • Experience or knowledge of secure software development processes
  • Experience working or conducting risk assessments and red teaming activities
  • Other advanced cyber certifications (ISSAP-CISSP, ISSEP-CISSP, CCSP, CEH, OSCP, etc.)
  • Knowledge of Cyber intelligence related activities and application.
Pay Information
Full-Time Salary Range: $103590 - $176130
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
