REPORTS TO: Manager, Facilities Maintenance
DEFINITION: Conducts and facilitates assessments of schools, buildings, offices, and related Baltimore County Public Schools (BCPS) facilities. Manages property claims and investigates incidents involving significant property loss and/or damage. Responds to fire, health, and safety citations. Provides oversight for inspection programs as governed by the Interagency Commission on School Construction (IAC) and Maryland Association of Boards of Education (MABE) regarding maintenance effectiveness, hazards, and potential loss-causing activities or operations. Performs other duties as assigned.
Examples Of Duties
  • Serves as a BCPS liaison regarding maintenance inspections with the Interagency Commission on School Construction (IAC), the Maryland Association of Boards of Education (MABE), the Fire Marshall’s Office, Maryland Occupational Safety and Health (MOSH), and the Health Department.
  • Facilitates, reviews, investigates and responds to inspections and citations from regulatory agencies. Ensures compliance. Assists with strategies and operating procedures for compliance.
  • Initiates insurance claims for property loss and damage. Maintains claim related materials and documents. Works with insurance adjusters to resolve claims.
  • Facilitates the prompt restoration and opening of facilities following damage. Serves as a liaison with facilities staff, insurance adjusters, the Office of Risk Management, and others.
  • Manages the status of claims through the claims cycle and ensures payments are disbursed appropriately and within the same fiscal year. Oversees the process of recording an insurance incident, tracking repair of building damage, creating purchase orders and releases for the contractors, and approving payments of contractor invoices.
  • Tracks cost of repairs and manages purchase order (PO) releases. Creates purchase orders for contractors to complete work and processes changes to POs as needed.
  • Provides advice, guidance and training to employees and management in work-place safety.
  • Investigates and analyzes incidents involving property loss and damage including fires and acts of nature. Assesses and documents property damage. Photographs incident sites. Prepares and presents reports of incidents.
  • Reviews property loss data as provided by the Office of Risk Management on all building-related property loss and damage incidents.
  • Provides information, upon request, to the Office of Risk Management related to compliance with federal, state, and local regulations
  • Provides advice and guidance regarding loss control or safety issues.
  • Performs other duties as assigned.
Minimum QualificationsEducation, Training and Experience:
Graduation from an accredited college or university with a bachelor’s degree in a related field.
Two years of experience in compliance, occupational safety, insurance claims adjustment, property loss control, and/or a related field. Experience with National Fire Protection Association (NFPA) and Occupational Safety and Health Administration (OSHA) preferred.
Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.Licenses And CertificatesCertified Safety Professional (CSP) issued by the Board of Certified Safety Professionals is preferred.
Possession of a valid class C Maryland driver's license or an equivalent is required.
Knowledge, Skills, And AbilitiesKnowledge of the principles and practices of loss control. Knowledge of occupational safety. Knowledge of insurance claims adjustment. Knowledge of federal, state, and local laws and regulations regarding occupational safety. Knowledge of personal computers and office software applications.
Skill in performing duties related to loss control. Skill in investigating incidents of property loss and damage. Skill in maintaining records and preparing reports. Skill in communicating effectively. Skill in supervision of employees.
Ability to administer loss control, safety, and related programs. Ability to assist in identifying, analyzing, and managing loss and liability exposures. Ability to establish and maintain effective working relationships. Ability to maintain confidential information.
Physical And Environmental ConditionsThe work of this class entails travel to and the inspection of schools, offices, and facilities throughout Baltimore County.
Conditions Of EmploymentEmployees in this classification are essential personnel and are subject to call-to-duty in emergencies and may be required to work evenings, weekends, and beyond their normally scheduled hours as needed.

Pre-Employment Requirements
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
