Baltimore County is Hiring a Chief of Operations/Chief of Grants Management - Non-Merit Near Towson, MD

Regular Schedule: 34 hours per week
A Non-Merit vacancy exists in the Office of Budget and Finance.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Oversee the daily operations of the Baltimore County Grants Office which includes two full-time staff and the County’s roster of on-call grant writing contract firms, with the potential for an expanded staff roster.

Examples of Duties
The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the agency. This list is not inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the agency.
 
  • Working with Grants Management staff, provides guidance, direction and assistance to County agencies regarding identifying, applying for, and on boarding of Federal, State and other outside funding opportunities. This to include, but not limited to, assisting them with grant writing and applications, form completion, application timelines, division of duties and responsibilities, facilitating letters of support, facilitating County local funding match requests and approvals, grant agreement processing, and assistance with supplemental appropriations as necessary. 
  • Manages and oversees the County’s Grants Review Process, 14 Day submissions to County Council and subsequent award notices to County grant and subrecipients on an as needed basis.
  • Manages and administers grants provided by the County on an as needed basis.
  • Works with Executive Staff on outreach and engagement with nonprofits and the philanthropic community as necessary and working with external entities in management funds such as the Baltimore County Community Support Fund and the Baltimore County Youth Jobs fund assisting with tracking donations/contributions, expenses, partnership agreements with external entities, and grant administration run through any fund.
  • Manages the County Grants Workgroup and hosts regular meetings to gather information on County-wide grant activity, disseminates information on County grants policies and procedures, and facilitates inter-agency collaboration on potential grant projects. 
  • In conjunction with representative of the Office of Budget & Finance and Office of Law develops a Baltimore County grants handbook and training curriculum that details the County’s official grants management protocols and procedures. 
  • Assists Administration and County agencies in the development of grant programs as necessary to ensure they comport with County grant, legal, purchasing and accounting procedures, guidelines and protocols.
  • Manages and oversees the administration of the Community Reinvestment Fund. 
Required Qualifications
  • A bachelor’s degree with emphasis on program development, public policy or fiscal management.
  • Three (3) years of experience of working with grant related activities with emphasis on management of grant programs, fiscal administration and accountability of grant programs and assisting in, or the development of, grant programs.
  • Experience successfully leading teams through completion of multi-faceted projects is required.
Knowledge, Skills, and Abilities
  • Knowledge of County, Federal, and State grant processes, guidelines and fiscal monitoring procedures.
  • Manage teams of programmatic and fiscally oriented staff.
  • Review and interpret highly technical information.
  • Write technical materials and have good communication skills.
  • Analyze situations to define issues, identify and clearly present conclusions and recommendations.
  • Skills in planning and managing projects, preparing and maintaining accurate records, utilizing pertinent software applications, grant writing, and grant management.
  • Schedule and lead activities and/or meetings.
  • Work with a diversity of individuals and/or groups.
  • Work with data of varied types and/or purposes.
  • Problem solve and adapt to changing work priorities.
  • Work independently under time constraints, meet deadlines and schedules.
  • Set priorities while performing with minimal direct day-to-day supervision.
  • Work with detailed information/data.
