Baltimore County is Hiring a Code Inspection and Enforcement Officer II (Facility Operator II) - Non-Merit Near Towson, MD

Regular Schedule: 34 hours per week, plus County benefits. 

Non-Merit vacancies exist in the Department of Housing and Community Development, HUD Inspections.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Definition of Responsibility

Under general supervision, inspects and leads the inspection of the construction, repair, and alteration of buildings, and structures and inspects and leads the inspection of buildings, structures, and grounds to ensure compliance with building, electrical, plumbing, and livability codes, zoning laws, and other laws, codes, and regulations pertaining to the health, safety, and appearance of the community.

Example of Essential Duties

  • Conducts, and participates in the inspection of building, electrical, and plumbing construction, repair, and alteration activities to ensure compliance with approved plans, specifications, and codes.

  • Conducts, and participates in the inspection of sites for which permit applications have been submitted.
  • Conducts, and participates in the inspection of buildings, structures, and grounds to ensure compliance with zoning laws, livability codes, and other pertinent laws, codes, and regulations.
  • Conducts inspections of electrical, plumbing, gas, and on-site utility installations.
  • Conducts, and participates in the investigation of complaints concerning potential building code, electrical code, plumbing code, livability code, and zoning law violations.
  • Advises contractors, landlords, and the public regarding law, code, and regulation compliance measures.
  • Reviews and authenticates petitions for zoning reclassifications, special exceptions, special hearings, and variances.
  • Reviews applications for towing licenses, trailer permits, and commercial and residential building permits.
  • Prepares cases and testifies at hearings and various court proceedings regarding law and code enforcement matters.
  • Assists the County Attorney in the prosecution of code enforcement cases.
  • Maintains records of inspection activities.
  • Prepares reports.

Possession of a high school diploma or an appropriate equivalent
 Plus 
Three years' experience in building, electrical, and/or plumbing inspection, construction, repair, and/or maintenance; zoning inspection; and/or livability inspection work.
 
Additional experience may be substituted on a year-for-year basis for the required education.
 
Additional education in construction technology or engineering may be substituted on a year-for-year basis up to a maximum of one year for the required experience.

Knowledge, Skills, and Abilities
  • Knowledge of the principles and practices of building, electrical, plumbing, zoning, and livability inspection. 
  • Thorough knowledge of building, electrical, plumbing, livability, and zoning codes and standards. 
  • Thorough knowledge of building, electrical, and plumbing construction materials and standards.
  • Skill in conducting building, electrical, plumbing, livability, and zoning code inspections. 
  • Skill in inspecting buildings, structures, and grounds. 
  • Skill in interpreting and enforcing building codes, electrical codes, plumbing codes, zoning laws, livability codes, and regulations. 
  • Skill in interpreting maps, blueprints, and construction drawings. 
  • Skill in communicating and working effectively with contractors, property owners, and the public.
  • Ability to conduct building, electrical, plumbing, livability, and zoning code inspection and enforcement. 
  • Ability to keep records and complete inspection reports.

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. 

Some positions may require registration as a Journeyman or Master Plumber in Baltimore County. 

Some positions may require registration as a Master General Electrician in Baltimore County or possession of a Statewide Master Electrician License.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions. 
Persons appointed to this classification may work extended hours, nights, weekends, and holidays as required. Employees may be subject to call to duty as required. Employees must maintain proficiency in multiple fields of code inspection and enforcement.
Physical and Environmental Conditions
The work of this classification entails walking, standing, climbing, stooping, and lifting and carrying objects of moderate weight. Duties also entail frequent travel between inspection sites and exposure to adverse weather conditions.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprint checks.
