Plus County benefits.A Non-Merit vacancy exists in the Department of Economic and Workforce Development for a Cultural Arts Grants Administrator.Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.Definition of Responsibility
The primary focus of this government grant funding process is to support the enhancement and expansion of the work of arts and cultural organizations to provide quality programs for Baltimore County residents.
The position will serve as serve as the liaison to the County’s Commission of Arts & Sciences, an appointed body that has a key duty of the review and recommendation of grant funding for non-profit organizations to the County Executive and County Council.
The grants administrator will oversee all of the grants received and distributed by the Tourism and Cultural Arts unit of the department.

Job Purpose
Under general supervision of the Deputy Director, the Cultural Arts Grants Administrator will oversee the administration and execution of the Arts and Sciences Grant Program.
 Essential Job Duties
  • Leading the operations and management of Baltimore County’s Arts and Sciences Grant Program.
  • Monitoring activities conducted by organizations awarded grant funding to independently review and assess the use and impact of those County-funded grant efforts on County citizens.
  • Tracking current and potential grant opportunities and overseeing application submission process including advocating for arts funding within County, state and national organizations, through Community Arts Agencies of Maryland (CAAM), Maryland Citizens for the Arts (MCA) and other arts organizations.
  • Implementing a grants management software platform for the department, overseeing the migration of the data and materials to the new system. 
  • Developing grant application materials and documents and facilitating training sessions on process to external partners for both operating and project grant cycles. 
  • Serving as liaison to grantees, cultural institutions and commissioners.
  • Facilitating Arts and Sciences Commission meetings and activities and staffing the Commission.
  • Leading outreach efforts to attract new grantees and build the capacity of grantee organizations to serve county residents, especially those with barriers to applying and receiving funds.
  • Collaborating closely with other County agencies that facilitate the distribution of grant funding.
  • Managing the Baltimore County Arts and Sciences webpage content to reflect available grant funds and applications.
  • Partnering with department staff to create template press releases and social media content to notify the public of available grant opportunities. 
  • Writing reports and plans for presentation to internal and external stakeholders and providing Department leadership timely updates.
  • Managing other grants to external partners under the Tourism and Cultural Arts unit umbrella as necessary.

Required Qualifications Graduation from an accredited college or university with a bachelor’s degree or higher in a related field;

At least four years of experience in grants management and administration required.Knowledge, Skills and Abilities
  • Ability to effectively represent Baltimore County and the Department
  • Ability to work within County guidelines and grant administration processes
  • Thorough knowledgeof federal, state and/or private grant processes and guidelines
  • Strong interpersonal, organizational, administrative, and communication skills
  • Ability to set priorities while performing with minimal direct day-to-day supervision 
  • Intermediate level computer skills, including proficiency in Microsoft Excel, Microsoft Office Suite, grants management tools and other related software 
  • Valid driver’s license and reliable transportation

Physical and Environmental Conditions
The work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle.
