Battery Park Authority is Hiring a Diversity Contracting Compliance Manager Near New York, NY

Under the supervision of the Director of Diversity, the Diversity Contracting Compliance Manager is responsible for the coordination of the Authority’s compliance with New York State’s Minority and Woman-Owned Business Enterprise (MWBE), Service-Disabled Veteran-Owned Business (SDVOB), and other diversity-related programs and requirements. This role will implement various best practice strategies for compliance through contract and project monitoring, data analysis and reporting, training and technical assistance, and vendor outreach, among others.

Essential Duties:

  • Support to the Director of Diversity by providing guidance to project managers in other departments to ensure that Diversity goals for the Authority are met by monitoring the progress of each project that has Diversity Goals.
  • Assist in the maximization of MWBE and SDVOB participation in contracts awarded by the Authority or private developers doing business with the Authority
  • Monitor contract compliance with the statutory requirements of New York State’s MWBE and SDVOB programs – Article 15-A and Article 17-B, respectively
  • Provide technical assistance and training to stakeholders as needed, including internal staff and external vendors, regarding MWBE and SDVOB requirements and best practices
  • Work closely with relevant departments on developing solicitations for Authority procurements, including Request for Proposals (RFP) and Discretionary Procurements, to ensure proper MWBE and SDVOB participation
  • Assist with the collection, review and compilation of data that will inform various progress reports required by State oversight entities and the Authority’s Board
  • Regularly engage with Project Managers and vendors to track project activities, identify risks and compliance deficiencies, make recommendations, and assist with corrective action as it relates to the vendors’ MWBE and SDVOB contractual obligations
  • Support the Director by coordinating the Authority’s representation at various industry events including: seminars, conferences, panel discussions and workshops to promote the Authority’s commitment to the MWBE and SDVOB programs.
  • Maintain and update the Authority’s internal bidders list
  • Work closely with MWBEs and SDVOBs to foster their ability to bid successfully on Authority contracts
  • Assist with facilitation of regulatory assessments and responding to State government queries
  • Collect and report Equal Employment Opportunity Workforce data as required
  • Maintain professional and technical knowledge by attending educational workshops and reviewing professional publications
  • Manage special projects as directed

Education and Experience:

A Bachelor’s Degree in Public Policy, Public Administration, Political Science, Business Management, Auditing, Ethics, Engineering, Accounting, or other related fields and two (2) years of applicable experience. Applicants with a relevant Associate Degree or Professional Trade License and five (5) years of applicable experience may also qualify.

Skills (Preferred):

  • High-level efficiency in New York State Contract System (B2G), Microsoft Excel, PowerPoint, Access and SharePoint
  • Ability to read, interpret and comprehend procurement contracts, bidding documents and other related materials
