DescriptionJob Description The Bay Area Environmental Research (BAER) Institute with NASA’s Indigenous Peoples Initiative (IPI) is seeking an Indigenous Engagement Coordinator (IEC) for supporting, building, and maintaining relationships between Tribal Nations and Indigenous communities with NASA’s Earth Science Division (ESD). Sovereign Tribal Nations and Indigenous communities refers to federally recognized and non- federally recognized American Indian, Alaska Native, and Native Hawaiian communities. The IEC will primarily work to engage Tribal Nations and Indigenous communities on behalf of and alongside the IPI and NASA ESD programs, explicitly with FireSense and the Geological Earth Mapping Experiment (GEMx) research project, and with other elements such as Equity and Environmental Justice (EEJ) and Missions Applications Teams, as the need arises. The IEC will serve as a point of contact for Tribal issues and concerns for NASA ESD to sustain mutually beneficial and reciprocal relationships with Tribal Nations and Indigenous communities. The IEC will communicate and coordinate across NASA ESD programs working with or interested in engaging with Tribal Nations and Indigenous communities, develop and facilitate proper protocols, trainings, and guidance for NASA ESD’s engagement with Tribal Nations and Indigenous communities, hold Nation-to- Nation meetings and activities as needed, facilitate connections between Tribal Nations and Indigenous community representatives and NASA scientists on research, trainings, and engagement opportunities, advise communications around Tribal engagement activities across NASA ESD including webpages, articles, presentations, and conference talks, and represent NASA ESD in key meetings with internal and external partners and collaborators. Salary Range: 65-90k depending on cost-of-living location adjustments and experience Responsibilities
Communicate and coordinate across NASA ESD programs working with or interested in engaging with Tribal Nations and Indigenous communities
Advise and develop protocols for engagement alongside Tribal Nations and Indigenous communities with and for NASA’s FireSense program, the GEMx research project, and other ESD programs
Organize meetings to facilitate communication among NASA ESD groups working with Tribal Nations and Indigenous communities
Develop data sovereignty and data justice guidelines and principles with and for NASA ESD
Respond to requests and organize ESD responses to federal mandates, Executive Orders, and memorandums that pertain to Indigenous engagement and activities
Respond to requests for information sharing and coordination from Tribal Nations and Indigenous communities and NASA ESD program elements
Coordinate with NASA ESD communications team on agency-approved media responses to concerns expressed by Tribal Nations and Indigenous communities
Participate in ad hoc calls with representatives of Tribal Nations and Indigenous communities and varied Tribal organizations, other government agencies, and private organizations as needed
Occasional travel to attend conferences, program retreats, and scientific meetings may be requested
Other related tasks as required or needed by NASA’s IPI
Key Requirements And Qualifications
Minimum bachelor’s degree with 3-5 years experience working in the political science, social sciences, Earth sciences, ecology, environmental science, geography, or similar field. A minor in Native American studies is a plus.
Preference for extensive expertise and experience working with Native Nations for their benefit. Minimum two years of experience with Tribal engagement or in Nation-to-Nation Tribal Consultation.
A strong knowledge, understanding, and interpretation of Federal American Indian Law is a plus.
Strong knowledge of Native policy, cultures, histories and government relations, including concepts of sovereignty and self-determination
Strong knowledge of the varied Indigenous-led organizations and partner organizations working in Earth and Environmental Science, policy, and action
Strong knowledge and experience in Indigenous Fire practices are a plus.
Experience/knowledge of Federal Aviation Administration (FAA) regulations
Ability to identify and develop strategies to effectively communicate NASA ESD’s message to Tribal Nations and Indigenous communities, and vice versa.
Ability to build bridges to achieve NASA ESD goals and objectives, and advance positive relationships among communities that may have differing views and interests
Meaningful experience in community engagement and leading diverse teams
Ability to collaborate and support people inside and outside the program to accomplish mutual goals; inherent to this is the ability to promote trust, inclusivity, and transparency by facilitating cooperation and teamwork
Strong organizational skills coordinating multiple activities and effectively balancing priorities
Proven ability in detail- and task-oriented work to gather, track, and analyze information
Excellent communication skills (written/oral/presentation/listening)
Technical / analytical expertise, including Geographic Information Systems (GIS), working with tabular data and databases (such as Microsoft Excel and Access), workplace tools such as Microsoft Teams, and familiarity with remote sensing concepts and data products from NASA or other space agencies a plus
