About the Role

As the Chief Estimator, you will own the entire estimating department, overseeing all aspects of its operations. This includes building and maintaining processes, leading a team of talented estimators, and developing innovative strategies to secure competitive bids.

**Key Responsibilities:**

**Department Leadership:**

• Build, maintain, and enforce estimating processes.
• Lead and mentor the estimating team, fostering a collaborative and cohesive environment, and managing individual team member performance.
• Manage interactions with other company departments to enhance efficiency.
• Manage and administer estimating functions, including identifying projects to bid on, scheduling estimating staff, and contributing to a winning strategy and marketing effort.
• Coordinates with operations department and executives to determine bid schedule strategy.

**Strategic Oversight:**

• Oversee decision-making and implement value engineering strategies.
• Owns company bid schedule. Coordinates with estimators on bid schedule workload to prioritize resources.
• Responsible for reviewing all cost elements of bids prepared by Estimators or Assistant Estimators. Confirms takeoff for balancing or unbalancing bids.
• Control construction costs through negotiations with contractors, suppliers, and vendors.
• Owns process of collaborating with finance and heavy shop departments to establish accurate equipment and labor costs in bidding database.

**Talent Development:**

• Recruit, hire, train, and retain estimating staff.
• Promote employee development and cross-training to build a versatile team.

**Risk Management:**

• Analyze bidding risks and determine strategies for competitive advantage.
• Evaluate major takeoff risks and implement best solutions.
• Focuses on mitigating risk for the company to bid or pass on projects based on deal breaking contract language or operational requirements.

**Estimating & Bidding**

• Capable of owning and putting together a complete bid package on complex heavy civil projects.
• Strong understanding of general expenses and final entry of costs on bids.
• Analyze and compile data for accurate project cost estimation.
• Review drawings, specifications, and site conditions to ensure high-quality bids.
• Prepare bid documents and ensure timely submissions.
• Perform bid reviews to guarantee accuracy and completeness.
• Ensure pre- and post-bid compliance requirements are completed and turned in within required timelines.

**Qualifications:**

• Minimum of 10-15 years of experience as a Construction Estimator or in a related field.
• Proven ability to prepare accurate and competitive construction bids.
• Strong understanding of heavy civil construction materials, methods, and costs.
• Excellent analytical, problem-solving, communication, and negotiation skills.
• Highly proficient in construction estimating software (HCSS Heavy Bid, Agtek, Blue Beam, P6, Office 365 suite).
• Ability to work both independently and as part of a team.
• Complete comprehension of drawings and specifications relevant to our scope of work.
• Valid US driver's license and willingness to travel as needed.
