CAPTAIN OF THE WATCH
The Captain-Of-The-Watch (COW) is responsible for the safe operation of the riverboat and keeping the riverboat in compliance with USCG/AVS regulations year round, completing quarterly inspections and having the riverboat ready for ABSC annual and semi-annual inspections. COW should be professional at all times and possess good communication skills. COW must display integrity and honesty in all aspects of employment.

  • Provides extraordinary guest service, positively effects interactions with external and internal guests and employees, and has the resiliency to deal with difficult guest in all types of business conditions and the ability to work harmoniously with co-workers.
  • Adheres to and enforces compliance will all standards/regulations established by Louisiana State Police Gaming Division, OSHA, USCG, AVS and other federal, state, and local agencies having jurisdiction over riverboat gaming and permanently-moored craft in Louisiana while adhering to the policies and procedures set forth by Belle of Baton Rouge
  • During the shift continuously mans the Pilothouse either personally or by having qualified watchstanders standby while the COW is absent. When an emergency situation develops, takes prompt action to initiate response and notifications per emergency procedures.
  • During the shift coordinates riverboat operation and maintenance, which includes procuring and managing the inventory of all Marine Department supplies.
  • Handles routine administration during the shift: Keeps required records and logs up-to-date; Reviews requests, submits requisitions, checks items received and otherwise manages the inventory of riverboat supplies other than fuel and oil deliveries.
  • During the shift checks and documents the inspection of all safety equipment on the riverboat; ensures all safety equipment maintenance is up-to-date. Performs or oversees the scheduled routine maintenance of safety equipment.
  • Acts as the shift riverboat safety officer ensuring that all riverboat work is performed in accordance with safe work practices, policies, and procedures.
  • Coordinates own activities with the CIC, EIC, and the shift’s EOW.
  • Assigns activities to Assistant COW and Riverboat Technicians on the shift.
  • In charge of riverboat crew that are aboard when the CIC and EIC are not aboard
  • Assists the CIC in training Assistant COWs and Riverboat Technicians.
  • Participates in scheduled training and drills; documents training and drills that happen on the shift. As directed by the CIC prepares and carries out drills and training.
  • Arranges projects, maintenance/repair tasks, and cleaning duties so that they are performed in ways that minimize the impact to guest service.
  • Maintains awareness of operations in/around the riverboat through direct observation. Makes several rounds during the shift that checks the condition of the riverboat’s mooring and gangway systems, the material condition and general housekeeping in the riverboat on and above the main deck. When observed or informed, takes prompt action to remedy undesirable conditions.
  • Assists the CIC in following up on contract work to ensure timely completion and fulfillment of company expectations.
  • Ensures the emergency preparedness of the shift; understands own responsibilities and responsibilities of all employees listed on each Station Bill.
  • During the shift acts as the assistant to the riverboat safety officer ensuring all riverboat work is performed in accordance with safe work practices, policies, and procedures.
  • During the shift maintains awareness of environmental and other hazardous conditions/events that could affect the riverboat and the personnel aboard. Takes timely action to protect people, equipment, and the riverboat from potentially hazardous exposure.
  • In an emergency when the CIC and EIC are not aboard, is Riverboat Person-In-Charge, who is responsible for the safety of all guests and team members aboard the riverboat. Provide professional and friendly service according to standard service procedures, while promoting positive guest relations. Work effectively with other employees, vendors, guests and other visitors.
  • Comply with all Internal Controls, Company, departmental, and safety policies, procedures, and regulations.
  • Perform other duties as assigned by management
QUALIFICATIONS:
  • Must have a High school diploma or equivalency; five years related experience and/or training; or equivalent combination of education and experience.
  • Must have five years of experience working under the CIC on this riverboat and/or equivalent marine experience. Equivalent marine experience may include, but is not limited to:
(a) current or previously credentialed mariner having a 3rd MATE or higher grade license as long as the expired license is not older than ten years and was not revoked or suspended,
(b) previous qualified watchstander and supervisor of deck/operations personnel aboard government or military vessels that was less than ten years ago, or
(c) Previous operator of an uninspected vessel that was less than ten years ago.
Equivalent marine experience for items (b) and (c) must show knowledge of vessel systems comparable to those aboard the riverboat, crew management, and general recordkeeping/administration, including inspecting for shipboard material condition and good housekeeping.
  • Must have taken the State-approved First Aid Programs.
  • Must have completed the COW Qualification Program
  • Must qualify for and maintain a Louisiana Riverboat Gaming Permit; valid driver’s license
Required License:
  • Must have held at least a 2nd MATE 500 TON NEAR COASTAL license for at least 5 years and, if the license is not current, then the expired license is not older than 5 years and has not been revoked or suspended. Preferred License: Holds at least a 2nd MATE license.
  • Must be able to obtain and maintain a valid gaming licenses.
  • Must be 21 years of age.
