Summary

Plans, organizes, schedules, supervises and monitors the work of maintenance crews engaged in the maintenance, repair, construction or operations of county roads, bridges, and drainage systems to assure areas are well?maintained and safe.

Example of Duties
  • Coordinates, schedules and oversees all activities in area of assignment to assure that work is performed efficiently and according to appropriate guidelines, procedures and regulations. Work supervised may include: blading, repair and patching of roads, snow and ice control and removal, drainage structure repair, bridge repair, weed and brush control, grading, surfacing, paving and right of way work on construction projects.
  • Prioritizes and coordinates work with other departments, staff, and contractors to ensure timely completion of work projects.
  • Assigns, supervises and evaluates the work of assigned staff; advises, assists and trains subordinates as necessary; initiates and implements disciplinary actions; conducts performance appraisal of subordinates; participates in the selection of new employees and makes recommendations regarding the transfer and termination of subordinate employees.
  • Develops, recommends and implements approved policies and procedures to assure effective and safe functioning of assigned activities and compliance with departmental standards and legal requirements.
  • Develops and administers a safety program for department activities.
  • Calculates materials, supplies and equipment needs for assigned operations and prepares corresponding purchase orders. Includes orders for bulk materials, such as Liquid de- icer, Asphalt and Road salt.
  • May assist in the development of bid specifications for equipment purchases and rentals and reviews final specifications to assure needs of road maintenance operations are met.
  • Assists in the planning and development of the road maintenance annual budget, work schedules and staffing needs. Monitors assigned operations for compliance with approved budget.
  • Inspects work in progress and upon completion to assure high quality of work and that standards of safety are being met.
  • Conducts regular inspections of county roads, bridges, and drainage areas in area of assignment to identify deficiencies and safety hazards; recommends projects and repairs to remedy situation.
  • Supervises the preparation of, or prepares, daily, monthly, and annual summary reports and maintains records of assigned operations.
  • Responsible to respond to inquiries for information and/or complaints from the public and other departments with communication to management.
  • Performs any duties of subordinates as required.
  • This position is responsible for all locations within the county and shall report to either Prosser or Kennewick shop facility as directed by the Road Maintenance Manager or County Engineer.
  • Fills In for Road Maintenance Manager in his/her absence.
  • Performs other duties as assigned.
Qualifications

EDUCATION AND EXPERIENCE:

Two years coursework in Civil Engineer Technology or related field and five years of progressively responsible experience in road maintenance or construction, including three years of supervisory or lead responsibilities; or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.


LICENSES, CERTIFICATES & OTHER REQUIREMENTS:

Valid Washington State Driver's License with acceptable driving record.
First Aid and CPR Card. ( Or obtain within one year from date of hire).


Preferred Qualifications:

Washington State Herbicide applicators license, Traffic Control Supervisor certified.
Knowledge, Skills, & Abilities
  • Knowledge of supervisory principles and practices.
  • Thorough knowledge of materials, methods, techniques, tools and equipment applicable to road and storm drainage installation and maintenance.
  • Knowledge of the hazards and safety precautions of road maintenance and ability to identify and remedy hazards.
  • Knowledge of basic principles and practices of civil engineering and road construction.
  • Skill in the operation of equipment and tools used in area of assignment.
  • Ability to prioritize, schedule, organize and supervise assigned operations to assure timely and cost effective completion.
  • Ability to set work priorities and direct, guide, motivate and evaluate the work of subordinates.
  • Ability to read and interpret blue prints applicable to road and bridge construction, applying information to area of assignment.
  • Ability to accurately perform mathematical functions.
  • Ability to prepare and maintain accurate written reports and records.
  • Ability to physically perform assigned duties.
  • Ability to establish and maintain effective working relationships with other employees, vendors, contractors, and the general public.
  • Must communicate effectively, both orally and in writing to management.
  • Proficient in the use of office equipment and computer programs.
