WHAT WE DO

BFCOG is the regional planning agency for the Benton-Franklin region, serving as the Metropolitan Planning Organization (MPO), Regional Transportation Planning Organization (RTPO), and Economic Development District (EDD) for the bi-county area including the large cities of Kennewick, Pasco, Richland, and West Richland. BFCOG’s mission is to convene local governments to collaboratively plan, fund, and administer solutions to shared community needs.

ROLE SUMMARY

The Senior Accountant/Operations Manager is the only accounting position and is responsible for all accounting and finance functions for the agency and any component units, including maintaining a system of controls to ensure assets are used appropriately. Additional operations management activities include drafting and managing the agency's policies and procedures, process documentation, grant compliance and reporting, and basic human resources administration under the direction of the BFCOG Executive Director. Responsibilities include:

  • Day-to-day activities of accounts payable, accounts receivable, invoicing/billing, payroll, and fixed asset records;
  • Detailed grant, revolving loan, and fund accounting;
  • Maintaining a chart of accounts and general ledger;
  • Preparing required financial statements;
  • Ensuring compliance with State and Federal fiscal guidelines and assisting the State Auditor’s Office with their annual financial and federal single audit examinations;
  • Preparing and monitoring the annual budget and cash flow management;
  • Manage the essential Human Resources functions of recruitment support, employment records, benefits enrollment, and policies.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree from an accredited college or university with major coursework in CPA preferred.
  • Five years of increasingly responsible accounting Public sector accounting experience preferred.
  • Payroll and QuickBooks experience required.
  • Ability to demonstrate fund accounting experience. Grant accounting experience preferred.
