Bexar County is Hiring a System Analyst I Near San Antonio, TX

Under general supervision, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public. Flexibility to achieve performance excellence in a telework arrangement.

  • Acts as a liaison between various Offices and Departments to elicit, analyze, communicate, and validate business requirements for changes to business processes, policies, business systems, and to support Enterprise Business Systems and Enterprise Architecture in the Demand assessment and screening process
  • Interacts directly with customers to create visualizations for Business Use Cases, Business Processes and Workflows using Visio, SmartDraw or similar diagraming tool supporting Service Line solution architects. These visualizations specify, the system, the actors (those who interact with the system), the use cases (what the actors can do). They identify internal and external factors and the primary purpose of the use cases
  • Acts as a liaison between Offices and Departments and application vendors to coordinate support and upgrade readiness
  • Provides technical support for the configuration and implementation of COTS (Commercial off the Shelf) software applications related to Enterprise Business Systems
  • Assists with maintaining and updating the technology portfolio for Enterprise Business Systems
  • Ensures software operation by providing support and assisting with the training of Enterprise Business Systems team and client personnel as it relates to Enterprise Business Systems solutions
  • Prepares accurate and detailed configuration and functional specification documents as well as standards and operating procedures.
  • Creates training using computer-based training authoring tools such as Camtasia
  • Supports the Enterprise Business Systems service line in delivering robust solutions to the enterprise
  • Interacts with software, hardware, and/or professional services vendors
  • Responsible for effective communication through progress reports, user documentation, and formal presentations to teams and management
  • Participates in efforts to evaluate, select, and implement third party software, vendors and/or service providers
  • Performs other related technology duties and projects as assigned
  • Graduation from an accredited college or university with a relevant degree, 1-3 years of experience, or an equivalent combination of education and experience
  • Knowledge of software configuration; knowledge of Enterprise Business Systems
  • Highly skilled in analytical and problem solving; skill with Windows server and desktop operating systems; skilled in implementing and administering Enterprise Business Systems solutions; skill with business systems, software testing, report writing, project management, and/or business analyst
  • Ability and willingness to learn new systems and technologies quickly; ability to effectively communicate, both verbally and in writing; ability to establish and maintain effective working relationships with coworkers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on call 24 hours
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends
  • This position may need to satisfy the requirement of completing and passing an assessment during the employment process

Preferred Qualifications:  

  • Microsoft 365 experience and or certification
  • Strong oral and written communication skills
  • Strong customer service
  • Self-motivated and able to work independently
  • Experience with Visio or other diagramming software (samples may be provided with application)
  • Experience with enterprise application support
  • Experience with Adobe Sign and workflow

Working Environment and Physical Demands:

  • Constantly working in indoor / telework conditions
  • Frequently moves items weighing up to 10-15 pounds
  • Occasionally moves objects weighing up to 50 pounds
  • Occasionally move about the office / telework office
  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions of the job in an office / telework environment Must be able to remain in a stationary position
  • Flexibility to achieve performance excellence in a telework arrangement
  • Maintains County-issued equipment, software, data and supplies
