Salary: $34.31-45.02/hour

 JOB SUMMARY

The purpose of this position is to perform key departmental administrative functions in the shop and maintenance areas. Work performed under the supervision of the County Engineer. This position provides service to the public by maintaining a safe and comfortable transportation system on paved and aggregate roadways in all seasons and in all weather conditions.

JOB SPECIFICATIONS

EDUCATION: High School Diploma or GED and 5 years of work experience in heavy equipment, road maintenance and construction experience or any combination of education and experience that provides equivalent knowledge and skills.

CREDENTIALS: Must obtain and maintain forklift certification and subject to random drug testing.

LICENSE: Valid MN Commercial drivers’ license required. Ability to obtain Pesticide Applicators License within 6 months of hire.
CONTINUING EDUCATION: Completes Pesticide Applicator License renewal classes, Ditch Inspector training and other training and education as required.

 JOB KNOWLEDGE, SKILLS and ABILITIES:

EMPLOYMENT VARIABLES : Workweek consists of 5 8-hour days in winter and 4 10-hour days in summer. Requires working extra hours as necessary and being on call when needed. 

JOB RELATIONSHIPS: This position reports to the County Engineer and is responsible for the Highway Department in the absence of the County Engineer. This position supervises the mechanic, maintenance workers and sign technician in the daily operations and activities.

EQUIPMENT, TOOLS or MACHINERY:

  • Knowledge of general office equipment including, but not limited to; copier, fax, telephones, computers, calculator and printer.
  • Must have a good working knowledge of computer and needed applications.
  • Must be able to operate Pick-up, tractor, gravel truck, motor grader, skid loader, pay-loader, and forklift.

ESSENTIAL FUNCTIONS OF JOB

  • Maintains a professional working relationship with staff, County Board, townships and city officials, vendors, contractors and citizens of Big Stone County.
  • Manages, repairs and maintains all buildings, whether main county Shop or outlying satellite shops.
  • Assists the County Engineer with county drainage system and deals with land owners concerning hiring contractors for ditch maintenance, repair, beaver dam removals and reporting ditch issues.
  • Manages personnel and equipment in the shop and maintenance areas and makes most common and many complex decisions in those areas.
  • Develops and continually reviews departmental safety policies and procedures with input from the County Safety Officer and County Engineer.
  • Provides budget information and recommendations in shop and maintenance areas. Identifies needs and proposes an action plan to accomplish goals and satisfy needs.
  • Reviews annual shop and maintenance budget proposals with County Engineer and makes recommendations and changes when required.
  • Performs departmental administrative duties to assist the County Engineer by making recommendations to key employment areas or hiring, suspension, discharge and promotions.
  • Inspects asphalt and aggregate roadways, ditches and culverts to determine repair, rebuild and replace scheduling.
  • Manages crew schedules, determines the needs and schedule to plow snow based on current field conditions and weather forecasts, and may plow snow or cover crew absences at times and conditions when warranted.
  • Reports daily activities to County Engineer and coordinate work projects.
  • Oversees Mechanic and Sign Technician on order of supplies and equipment.
  • Assist County Engineer with issuing overweight, oversize permits, approach permits, ditch cleaning permits, work in the right-of-way permits and ensure all rules and regulations are followed.
  • Oversees the Highway Safety Program by updating manuals, documents training and instructing employee training.
  • Maintains safe working environments in the shops and on the roadways. Gathers knowledge of rules regarding OSHA requirements, traffic control requirements, and general safe working practices and informs employees of these rules and requirements and is responsible for ensuring that they are implemented.

In addition to the functions described above, this position may include other responsibilities and duties as assigned on occasion based upon the needs or requirements of Big Stone County.

WORKING ENVIRONMENT

Requires ability to utilize a wide variety of advisory and descriptive data or information, such as regulations, safety policies, personnel policies, SDS sheets, equipment maintenance records, maps, blueprints, plans, and technical operating manuals. Ability to work under uncomfortable conditions where there is occasional exposure to environmental factors such as wind, heat and cold; limited visibility, exposure to moving traffic; or high noise levels .

Travel Requirements: Travel to various county locations is required. Must be able to drive county vehicles for daily work.
