PRIMARY OBJECTIVE

Reporting to the Dean or assigned administrator, the Director of Bilingual Learning Programs and Undocumented Student Liaison manages the operations of bilingual learning programs at the College, providing administrative guidance and leadership to student cohorts. The Director partners with various stakeholders, including Chicago Public Schools (CPS) and CCC Adult Education, to promote student engagement, retention, and success; oversees the effective delivery of bilingual learning programs and associated support services; and fosters an empowering learning environment for students. 

As an educational administrator, the Director collaborates with academic and student services leadership, faculty, and staff from various areas, such as Adult Education, Enrollment Management, Student Retention and Success, and Student Affairs to create a culture of success for specialized and bilingual student populations. The Director equips students with the necessary knowledge, resources, programming, and support to achieve their academic, career, and life goals, aligning with the Colleges goals of access, retention, completion, and success. 

The Director also serves as the colleges Undocumented Student Liaison, working in close collaboration with designated liaisons at other Colleges as well as the Districts Undocumented Student Coordinator to develop and implement programming focused on effectively serving undocumented students, ultimately increasing their enrollment, retention, and completion rates. Performs related duties as required.

ESSENTIAL DUTIES

  • Leads the development, implementation, and operations of bilingual learning programs for the College.
  • Collaborates with college administration, faculty, outside experts, and key stakeholders to research, design, and deliver high-quality bilingual learning programs.
  • May help to identify, hire, and supervise specialists/consultants for curriculum development and course instruction.
  • Implements student-focused initiatives and special projects, organizing campus teams to effectively execute programs and connect students to various support services.
  • Works with College administrators in establishing policy, procedures, and guidelines for bilingual learning programs.
  • Works with faculty to refer and engage students in bilingual learning programs.
  • Establishes and oversees peer mentor program and supervises student workers.
  • Supports the Dean in managing the operating budget for bilingual learning programs. Monitors financial resources and approves purchase requisitions and related expenditures. 
  • Assists with the identification and pursuit of appropriate funding opportunities. Participates in the preparation of grant proposals for program funding.
  • Develops enrollment and retention plan with measurable goals.
  • Reviews student data using various reporting systems to identify trends and evaluate factors such as enrollment levels, retention rates, and learning outcomes to assess the academic progress and success rate of students in completing courses and progressing towards completion/graduation.
  • Prepares regular reports to College and District leadership.
  • Prepares a comprehensive assessment plan to determine the effectiveness of bilingual learning programs in various disciplines. Recommends and implements changes for continuous improvement.
  • Coordinates with Enrollment Management, Marketing, and other stakeholders to develop outreach and communications campaigns to increase student awareness and engagement in bilingual learning programs and services.
  • Fosters partnerships with educational institutions and community-based organizations.
  • Maintains visibility and availability to students, faculty, and staff.
  • Manages complex and sensitive issues with compassion and confidentiality.
  • Serves on institutional and specialized committees.
  • May serve as evening or Saturday administrator for the College on a rotating basis.
  • Adheres to customer service excellence standards.
  • Performs other related duties as required.

UNDOCUMENTED STUDENT SERVICES 

  • Coordinates the provision of more focused and enhanced campus resources and services to undocumented students to support their enrollment, retention, and completion.
  • Implements strategies to ensure undocumented students receive needed assistance in navigating financial aid challenges and accessing resources including academic and career counseling, in collaboration with campus staff.
  • Partners with college departments to coordinate meaningful and relevant programming focused on resources and support available to undocumented students.
  • Participates in reviewing institutional policies and procedures directly affecting undocumented and providing recommendations to help remove barriers students face while pursuing their educational goals at CCC.
  • Assists with the development and maintenance of college websites, resource guides and informational materials for undocumented student services.
  • Reviews college retention, completion, and other data relating to undocumented students and prepares reports.
  • Participates in various professional development, training, and other relevant opportunities, including those provided through the Illinois Dream Fund Committee.
  • Serves as a member of CCCs Undocumented Student Roundtable Committee/Advisory Council and other relevant college/district committees.
  • Remains current with legislation that may impact CCCs undocumented students.
  • Oversees the operation and activities of Undocumented Student Resource Center.
  • Publishes monthly newsletter for colleges undocumented student population.
  • Serves as an advisor to the colleges Undocumented Student Organization.
  • Coordinates community events and informational sessions.
  • Performs related duties as required.

QUALIFICATIONS

  • A Masters Degree from an accredited college or university.
  • Bilingual in English and Spanish is required.
  • Two to five years of work experience in academic affairs, student affairs, program/project management, or in a related area within higher education.
  • A combination of education and experience may be considered based on the applicants credentials.
  • Demonstrated knowledge and understanding of bilingual education principles, best practices, and policies.
  • Demonstrated knowledge and experience working with diverse populations of undocumented and mixed immigration background students desirable.
  • Knowledge and understanding of issues that impact undocumented and mixed immigration status students desirable.
  • Experience in budget and grant management required.
  • Proven experience developing and implementing programs or activities designed to support student enrollment, retention, success, and engagement.
  • Strong commitment to student success, diversity, inclusion, service excellence, innovation, and collaboration.
  • Familiarity with academic technologies like PeopleSoft student information systems (Campus Solutions) is a plus.
  • Ability to develop and maintain positive and professional relationships with internal and external stakeholders. 
  • Excellent interpersonal and communication skills.
  • Strong organizational, planning, and time management skills.
  • Strong analytical and decision-making skills.
  • Ability to handle all situations with solid judgment, tact, and diplomacy.

  • Proficiency in the use of Microsoft Office (Word, Excel PowerPoint). 

SPECIAL REQUIREMENTS

  • Ability and willingness to work evenings and weekends, as needed. 
  • Ability and willingness to travel between Wilbur Wright College and Humboldt Park Vocational Education Center, as needed.
