Director of Foster Care Services
Foster Care Services will be located at 591 North King Road, San Jose. Santa Clara County Social Services Youth HUB Center. A welcoming center where foster youth feel a sense of belonging, empowerment, and are offered a variety of support services in the Hub (foster youth center) and the community. The site is easily accessible with ample parking and close to public transportation.
We are searching for a Program Director to provide supportive leadership and ensure a welcoming and supportive space for all our foster youth by performing the following duties:
Strategy Formation & Oversight
· Direct and oversight of all grants, capacity building, goals and outcomes in alignment with agency Strategic Plan to support foster youth in building self-sufficiency.
· Develop, implement and monitor operational systems and data tracking systems to improve outcomes of programs.
· Participate in workgroups, committees, and initiatives related to foster care services.
· Direct and review the work plans for the assigned programs by meeting with staff to identify and resolve problems; assign work activities and projects; review and evaluate work products, methods, and procedures and develop mechanisms to generate feedback from clients regarding the quality of customer service.
· Manage the development and administration of five program budgets; direct the monitoring of approved expenditures and recommend adjustments as necessary to ensure compliance with fiscal expenditures.
· Implement and direct best practices, policies, and procedures by providing resources and opportunities in a culturally responsive manner.
· Direct oversight of the ILP/HUB Program Manager, Housing Navigation Maintenance program (HNMP), Fostering Youth Independence program (FYI), and Volunteer Income Tax Assistance (VITA) Services.
· Oversee staff training needs and credential requirements.
Management & Leadership
· Provide organizational leadership during an exciting time of change and growth
· Manage, develop and coach staff who are providing numerous supportive services under various contracts (ex. case management, employment, education, housing, parenting, taxes..ect).
· Responsible to ensure that staff maintain client records including statistical data and all other required documentation adhering to policies, procedures and timelines. Represent BWC as part of an audit (ex. VITA Tax program).
· Review and analyze program data and outcomes; prepare reports as required for contracts and other agency dashboards
· Proactively monitor cleanliness of all Family Resource Center area and report maintenance concerns to Facilities Manager.
· Hold teams accountable for annual performance goals and support identification of professional development opportunities to expand skills and competencies
· Contribute ideas as part of the leadership team during the agency leadership team meeting and “All” divisions meeting.
· Oversee coordination and alignment within the team as well as across teams, including management of annual grants and budgets and implementation of consistent grant making processes and procedures.
· Responsible for ensuring public facing websites are accurate and up to date.
Stakeholder Engagement
· Build collaborative relationships with grantors, community partners, internal and external stakeholders, county, and local agencies.
· Identify and evaluate opportunities to partner with key stakeholder that will enable BWC to achieve its goals and advance its mission, through grant making and initiative work
· Represent the organization to public audiences and external partner
QUALIFICATIONS:
(B.A.) in Social Work, Sociology, or related field plus 3 years of relevant managerial experience ((MSW/MA preferred). Experience in program planning and supervision of staff. Experience and knowledge of foster care services and foster care system. Experience working with staff with lived experience in foster care. Valid California driver's license with access to a personal vehicle with current insurance that can be used for company business. Fingerprinting/background check as required by the Department of Justice and/or Title XXII regulations. TB Test required. Required to be fully vaccinated with booster against COVID-19 (if eligible or agree to receive booster at the time of eligibility)
