Job SpecificationsWe are seeking an experienced project manager and people leader to join our growing energy and utility organization. As our Utility Construction Planning Manager, you will provide leadership for our organization to ensure projects are effectively prioritized and implemented. You will work on capital and maintenance projects, to be sure they are planned and accomplished in a timely and cost-effective manner. We consider it a strong plus if you have prior construction, electric or natural gas utility construction, or related experience, however strong leadership and project management experience is the most critical.
Pay Range: $100,650 - $166,050 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)Reporting Relationship: General Manager (State Operations)

Essential Functions
  • Provide direct supervision of and effective communication to Utility Construction Planners and Specialists to ensure consistent results.
  • Develop a culture of learning and development, by building trusted relationships with employees.
  • Regularly provide input and coaching to employees for optimum performance.
  • Communicate and provide consistent training for industry and regulatory processes, policies, and standards.
  • Lead or co-lead design function of major, unique, and critical projects.
  • Facilitate leadership and partnership between departments and partners.
  • Find opportunities for continuous improvement within the project management process.
  • Confirm designs, estimates, and construction prints meet standards.
  • Ensure construction work is planned in a timely and cost-effective manner.
  • Supervise budgets and spending within the department. Provide input for Capital/O&M budget creation and prioritization. Monitor actual vs. estimated cost on capital work orders. Manage 3rd Party Damage estimates. Document significant variances and search for ways to continuously improve the department and company.
  • Responsible for consistently applying tariffs throughout the state.
  • Ensure all work orders processed in a timely manner. Assist with third party construction contract discussions as needed.
  • Provide oversight and management of customer contracts, contributions in aid of construction, refundable construction deposits, and services agreements as needed.
  • Be proactive in safety and promote a culture of safety.
  • Assist with storm/outage restoration and audits as needed.
  • Review, implement and maintain feasibility models.
Additional Responsibilities
  • Provide backup for local Operations Supervisor(s) and Managers as needed.
  • Available to provide off-hours support as required.
  • Perform and manage special projects and other duties as assigned.
What You'll Need
  • Bachelor's Degree Business, Engineering, or related field or equivalent combination of education and experience
  • 5 or more years Utility or related industry experience
What Is Desired Or Can Be Taught
  • Prior supervisory experience
  • Strong commitment to safety every day.
  • Ability to lead programs, projects, and people across functional utility teams.
  • Demonstrated ability to plan, organize and direct the work of employees in a safe and efficient manner.
  • Strong attention to detail and accuracy.
  • Strong communication and customer service skills.
  • Advanced project management and time management skills and ability to monitor multiple projects concurrently.
  • Experience managing budgets for departments, portfolios, or capital projects is helpful.
  • Ability to learn electrical/natural gas standards related to construction, methods, and materials.
  • Experience with cost estimating and variance reporting.
  • Excellent digital literacy and experience with Microsoft Office applications, and ability to use and learn trade related software.
