Oversee a vendor team responsible for testing throughout the entire software delivery lifecycle. Balance effective vendor management with enhancing technical and process solutions to optimize the testing process. Participate in company-wide technology initiatives and work with users to help define technology needs to deliver the best solution. Ensure BCBSRI and third party vendors are adhering to service management best practice and reporting. What you will do:Ensure IT vendors are adhering to all BCBSRI IT operations standards and procedures, Information Security standards and company policies. Monitor the operational effectiveness for outsourced testing functions in the software delivery of projects, small enhancements and incident. Collaborate with the vendor to define testing strategies, goals, and deliverables. Monitor the vendor’s performance and adherence to key performance indicators (KPIs). Evaluate and enhance testing processes, methodologies, and tools. Identify areas for improvement and propose innovative solutions. Oversee the streamlining of testing workflows to increase efficiency and effectiveness. Ensure vendor’s innovation roadmap aligns with BCBSRI’s direction and priorities. Work closely with the vendor to address technical challenges. Provide guidance for all aspects of testing including but not limited to automation, performance testing, data masking and security testing. Collaborate with development teams, software architects and business leads to integrate testing seamlessly into projects, small enhancements and incidents. Monitor outsourced services to ensure value is derived from contract deliverables. Analyze metrics to identify trends and areas needing attention. Present findings to stakeholders and recommend continuous improvements. Act as liaison between internal or external business customers and technical staff. Serve as an escalation point for business when expectations are not met by vendor’s testing team, working to quickly identify breakdown in workflows, expediting delivery of services, and implementing remediation plans to address business concerns. Ensure solutions delivered and maintained meet all internal and external regulations (e.g. HIPAA, HITRust, NIST, CMS). Assist in creating responses to any internal or external audits and, if necessary, work with the appropriate parties to resolve any negative audit findings. Perform other duties as assigned. What you need to succeed:A combination of education and related work experienceUnderstanding of Azure cloud technology Ability to motivate, lead and inspire a diverse group to a common goal/solution with multiple stakeholdersAbility to mentor, coach and provide guidance to othersUnderstanding of IT vendor contracts, including, but not limited to, service level agreements Experience in a successfully managing vendors Decision making and negotiation skillsAbility to collaborate while dealing with complex situationsAbility to think creatively and to drive innovationStrong negotiating, influencing, and consensus-building skills ExtrasBachelor’s degree in Computer Science, Engineering, or related field (or equivalent experience).Seven to ten years of experience in software testing, including vendor management.Strong understanding of testing methodologies, tools, automation, frameworks and best practices.Seven to ten years in experience in IT Service ManagementExperience with Agile and DevOps methodologies.Certification in software testing (e.g., ISTQB, CSTE).Leadership and team-building abilities.Certified in ITIL, COBIT or other applicable IT standardsLean and/or Six Sigma experience Location:BCBSRI is headquartered in downtown Providence, conveniently located near the train station and bus terminal. We actively support associate well-being and work/life balance and offer the following schedules, based on role:In-office: onsite 5 days per weekHybrid: onsite 2-4 days per weekRemote: onsite 0-1 days per week.
