Boulder County Human Resources (HR) Department is seeking to hire a dynamic and experienced Human Resources Employee Relations Manager. Boulder County Human Resources serves almost 3,000 employees. The Human Resources Employee Relations Manager is a senior level classification. The manager performs a variety of complex professional human resources duties and supervises a division of six Human Resources professionals. This is a full-time, benefited position. Work hours are generally Monday through Friday with flexibility regarding schedule, including the option for a four-day workweek. This position will work primarily remote with the expectation of attending occasional onsite meetings/office time out of Longmont, Lafayette, and/or Boulder. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
 
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
 
Hiring Salary Range: $99,000.00 - $120,792.00 Annually
 
Tentative Hiring Timeline:
  • Phone Screening: July 11th 
  • First Round Interviews: July 17th and 18th 
  • Second Round Interviews: July 23rd and 24th 
  • Skills Based Testing: July 24th 
  • Language Proficiency Test: July 25th 
  • Reference Check: July 25th 
 
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month. Boulder County offers bountiful benefits, including a PERA pension with generous employer contributions, paid caregiver leave, and an infants at work program.

  1. Provides employee relations assistance to department directors, elected officials, and employees
  2. Supervises, counsels, and evaluates the work of the Employee Relations Division staff, including recommending personnel actions in the areas of hiring, discipline, and termination
  3. Addresses employee complaints, coordinates investigations, and assists in resolving conflicts in a fair, equitable, and timely manner
  4. Implements and educates employees regarding employee relations policies and procedures
  5. Provides guidance and support to managers and employees on performance management, disciplinary actions, and employee development
  6. Reviews, edits, and ensures the fidelity of disciplinary documents
  7. Collaborates with the County Attorney’s Office and the Human Resources Director to handle employment-related legal matters
  8. Monitors and addresses workplace culture and climate, encouraging managers and supervisors to create a positive and inclusive work environment
  9. Facilitates training programs related to performance management and employee relations
  10. Conducts business process analysis, needs assessments, process optimization tool development, and gap analysis to improve efficiencies
  11. Collects and analyzes data on employee relations issues to identify trends and develop strategies for improvement
  12. Performs related duties as required
  13. May be reassigned in emergency situations.

EDUCATION & EXPERIENCE:Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a eight years of combined education and experience in a related field, with at least two years of experience in employee relations, including two years in a supervisory capacity. 

BACKGROUND CHECK & FINGERPRINTING:

PREFERRED QUALIFICATIONS: 

  • Bilingual in English and Spanish
  • SHRM SCP or CP, or other HR certification, 
  • College degree in human resources or related field

  • Thorough knowledge of the principles, methods and practices of human resources management
  • Skill in organization, administration and supervision
  • High level of empathy and emotional intelligence 
  • Strong conflict resolution skills

  • Demonstrated lived experience in working with a wide variety of diverse backgrounds and perspectives
