Essential Job Duties and Responsibilities:

  • Project Planning and Scheduling:
  • Develop comprehensive project plans outlining tasks, timelines, and dependencies.
  • Set clear deadlines and milestones for each phase of the project.
  • Regularly review and update project schedules to ensure alignment with project objectives and timelines.
  • Problem Solving:
  • Proactively identify and address any issues or challenges that arise during project execution.
  • Collaborate with stakeholders to develop solutions and mitigate risks.
  • Escalate critical issues to the appropriate stakeholders and leadership for timely resolution.
  • Stakeholder Management:
  • Maintain regular communication with stakeholders to understand their needs and expectations.
  • Ensure stakeholder satisfaction by addressing concerns and providing updates on project progress.
  • Act as a liaison between stakeholders, contractors, and project team members to facilitate effective communication and collaboration.
  • Accountability Enforcement:
  • Hold project team members, contractors, and vendors accountable for their assigned tasks and deliverables.
  • Implement performance monitoring mechanisms to track progress and identify areas for improvement.
  • Enforce project policies and procedures to maintain accountability and drive results.
  • Change Order Management:
  • Evaluate change orders and requests from landowners or other stakeholders.
  • Assess the impact of proposed changes on project scope, schedule, and budget.
  • Coordinate with relevant parties to implement approved changes and update project documentation accordingly.
  • Contract Compliance:
  • Ensure contractors adhere to contractual obligations, including quality standards, timelines, and budget constraints.
  • Through the PAR, monitor contractor performance and address any deviations from the contract terms.
  • Through the PAR, take necessary actions to enforce compliance and mitigate risks associated with contract non-compliance.
  • Communication and Reporting:
  • Keep landowners, leadership, and other relevant stakeholders informed of project status, milestones, and key developments.
  • Prepare regular progress reports, status updates, and presentations for stakeholders and project sponsors.
  • Facilitate project meetings, workshops, and reviews to ensure alignment and collaboration among all stakeholders.
  • Other Duties as Assigned:
  • Manage the mobile cell tower installations across PWD Norfolk.
  • Must Develop and Update Project Schedules via Gant Charts.

Job Qualifications and Skills:

  • Certified Project Management Professional (PMP) required
  • Must Develop and Update Project Schedules via Gant Charts.R
  • Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable, but not required. It is expected that the minimum education and professional experience requirements have been met, as listed below.

Experience:

  • A minimum of five (5) years of experience as a Project Manager, Construction Manager, or Field Engineer on commercial/industrial type facilities, utility or waterfront-related contracts valued in excess of $2 million..

Education:

  • BS Degree in related field.
  • Preferred - degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university OR A degree in construction management or engineering technology from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university.
