Brockton Area Multi-Servi is Hiring a Program Manager COPE Near Plymouth, MA

Brockton COPE location

General Statement of Duties: To perform and oversee outreach and recruitment of injection drug users and their sexual partners, men who have sex with men, transgender people, sex workers, sexual and drug using partners of those who are HIV positive, and other individuals at high risk for HIV/HCV/STI infection using the Harm Reduction Philosophy. Provide and oversee risk reduction counseling and recommend appropriate screening services for those recruited, including HIV/HCV/STI screenings. Oversee, screen and provide appropriate risk reduction counseling for those at high risk for opioid overdose. Oversee the COPE Center Syringe Services programing (SSP), Naloxone Pilot programs and enroll appropriate individuals into programming. To oversee and maintain daily operations of the C.O.P.E. Center, and satellite offices including supervision of staff. Network with community groups and agencies, in Brockton and surrounding towns as needed to advance the prevention and screening models that are implemented. Complete and submit all BAMSI and MDPH required paperwork in a timely and accurate fashion including qualitative and quantitative program reporting.

Responsibilities:

· Oversee and provide services including: the HIV/HCV/STI Prevention and Screening Program, Pilot Naloxone, and Syringe Service programs at COPE Center and satellite office (s).

· Monitor, oversee, coordinate, and manage the quantity and quality of services provided by staff and ensure operations meet agency and funding source standards.

· Provide ongoing supervision, support, and training to all COPE center staff, volunteers, and student interns.

· Promote a safe environment for all staff and participants by ensuring all COPE center rules are followed.

· Plan and conduct weekly staff meetings as well as schedule staff for events and outreach obligations.

· Attend all meetings, conference calls, trainings, and events required by funders.

· Collect specimens (via venous blood draw, finger stick phlebotomy, oral swab, and/or urine specimen) for HIV/HCV/STI tests from at-risk individuals who feel that they are at risk.

· Train, evaluate and document staff proficiency in phlebotomy, HIV pre and post test counseling, risk reduction counseling, street outreach, HIV/HCV/STI/opioid overdose education, syringe exchange and disposal procedures.

· Follow HAV/HBV Vaccine, STI Treatment Policies and Protocols including overseeing the vaccination storage temperature and administration logs.

· Assist staff in creating strategies for providing HIV/HCV/STI prevention, education, counseling and testing and opioid overdose prevention to identified populations.

· Provide administrative supervision to COPE staff members.

· Initiate and conduct follow-up activities to coordinate ongoing program projection, planning and evaluation of services provided and the impact those services have on clients, including consumer feedback

· Complete all necessary paperwork in a timely and accurate fashion including qualitative and quantitative program reporting and evaluation for BAMSI and MDPH. Complete and maintain data entry for all programming using various online platforms.

· Attend meetings, coalitions, conferences and trainings to expand knowledge of HIV disease and related topics (STIs, Hepatitis C, substance abuse, harm reduction, etc.). Seek out and be current on new developments, and committees relevant to served populations.

· Foster and maintain positive provider relationships within the community that our populations access or are in contact with (City Officials, Police and Fire Departments, Healthcare and Treatment Facilities, etc.).

· Collaborate with local community-based organizations, attend appropriate local meetings to represent our organization and present on program activities and/or to seek out current information such as drug trends in the area.

· Maintain, monitor, and order supplies for all screening services, harm reduction, paperwork, and educational materials.

· Establish and maintain a good rapport and harmonious relationships with staff, clients, and other program/community related individuals.

· Maintain flexible schedule to attend community and program events and provide coverage at sister site in Plymouth as needed.

· Perform other related work duties as needed or as required by supervisor or designee.

Qualifications:

· Bachelor’s degree preferred, associate degree in human services field preferred.

· Degree substituted with a minimum of 2 years’ experience within HIV services, harm reduction and/or relevant SUD services.

· Minimum 1 year of supervisory experience required.

· Persons with lived experience, POC and LGBTQ -identified individuals strongly encouraged to apply.

· Experience with HIV services, LGBTQ populations, and/or harm reduction and substance abuse services required.

· Demonstrate a level of comfort working with diverse populations including: people of color, people who use drugs, people experiencing homelessness, sex workers, LGBTQ and/or people recently released from prison.

· Familiarity with harm reduction theories required.

· Good organizational and communication skills (oral and written) required.

· Proficiency with all Microsoft applications required.

· Resident of or familiarity with the Brockton area preferred.

· Must possess a valid driver’s license in state of residence.

· Bilingual in English and Spanish or Portuguese desired.
