The Capital Program Administrator assists the Division Director in developing and implementing divisional policies, procedures, and programs, makes policy recommendations, develops program goals and objectives, plans, directs, and supervises the activities of professional, administrative, and technical personnel. This position will serve as a Contract Administrator for construction contracts for Capital Projects. This position will have extensive experience in project management .
This position will oversee project management team for capital renewal and space planning programs, which includes managing professional engineering consultants, in-house crews, and construction contracts. Manages and prioritize assignment of construction projects; negotiations with contractors, final determination/approval if the consultant/contractor's plan and specifications conform to design standards; supervision of professional project manager subordinates.
The ideal candidate shall provide direction and oversight of the documentation created to adequately and efficiently facilitate the work process which includes: management and enforcement of internal procedures related to contractors and consultants projects; results of preconstruction activities; review and approval of field inspection reports required for capitalizing and closing a project. Assist in long term planning for future renewal/construction projects; reviews project plans and specifications; plans and implements budget. Reviews all new projects in the design phase and negotiates/exchanges ideas, information and opinions for design or specification modifications with engineers to improve ease of operation or repair of proposed improvements. This position will also assist with the completion of special projects such as reports and research projects for internal customers. Manages and perform high level administrative operations including monitoring distribution of responsibilities, facilitating continuous improvement, providing direction to managers and subordinate staff, and facilitating staff professional development.
General Description
Manages budgeting, design, permitting, construction and close-out of large construction and capital improvement projects.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, construction management or closely related field.
Requires six (6) years of experience in capital project management, design and/or engineering based on the area of assignment.

  • At least two (2) years experience using building information modeling (BIM) software.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Manages and monitors construction contractors and consultants; develops, administers and negotiates construction and consultant contracts, master plan studies, amendments, change orders, and work authorizations.

Prepares documentation, graphic presentations, budgetary estimates and analysis for potential and upcoming projects; provides direction and options analysis in the area of construction and development.

Conducts meetings with consultants and contractors to review progress of work and manage all aspects of the project; reviews and approves invoices and payment requests from consultants and contractors; assists in the preparation of new fiscal year budget requests.

Establishes a Quality Control/Quality Assurance (QC/QA) Project Program and procedures to standardize the project management process, improve quality and performance.

Performs administrative work, prepares change orders and work authorizations, approves invoices (consultants and contractors); projects closeout and final payment to contractor and consultant; meets with consultants and contractors to discuss open items and have them resolved to keep the project moving forward.
