REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for the Administrative Officer position in the Human Services Office of Administrative Services.
General Description

Complex and varied administrative work providing professional level assistance directly to a high level executive.
Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years of administrative experience working with high level executives including two (2) years of supervisory experience depending on area of assignment.
Special Certifications and Licenses
None.
Preferences
Master's Degree from an accredited college or university with major coursework in business or public administration or closely related field.
2 years experience and knowledge using PeopleSoft application
DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
*Coordinate grants fiscal operations for the Human Services Department (HSD) which includes creating and updating approximately 56 grants and contracts totaling over $60 million dollars from various funding sources.
* Update department-wide grant procedures.
*Responsible for budget forecasting, grant inventory and grants reports.
*Attend all required grant trainings.
* Responsible for all fiscal year-end closing including updating HSD year end schedule, review and compile accruals, and scheduling and facilitating quarterly HSD fiscal meetings.
* Responsible for creating HSD Administration unit cost to send out to respective divisions for creation of their fee schedules and unit cost reports.
* Responsible for reviewing all Grants/Contract forms before submitting to Office of Management and Budget for the annual budget process.
*Responsible for keeping accurate records of all grants and contracts for Human Services department for audit purposes.
*Provide detail transaction report to internal/external auditors and ensure the staff complies with County policies governing grants.
*Ensure QA of processes such as bus passes and gift cards; request for Disbursements and cash receipts are completed quarterly.
* Responsible for auditing the cell phone inventory.
*Works independently reporting grant activities through meetings and reports
*Work on special projects such as unit cost, conversion and other fiscal operations and others request from Administrative Manager
*Composes correspondence and memorandums; arranges conferences; interprets administrative policies; relays instructions and policy and procedural decisions; acts for supervisor on routine matters; represents supervisor at conferences and meetings, including contacts with outside agencies.
*Assists in identifying problems or factors inhibiting the effective accomplishment of agency goals and objectives; assists in determining requirements and scope of necessary study in light of objectives and problems to be solved; collects and analyzes data; develops alternatives and makes specific recommendations to superior; may assist in implementation of recommendations.
*Acquires and disseminates information concerning work methods and procedures, organization, work controls and similar management functions; studies actual and potential problems and recommends appropriate solutions; conducts fact-finding interviews, observes operations, consults with and explains to management recommendations made for changes in work operations and other key actions proposed.
*Assists in preparing a variety of written documents including study plans, special and regular reports, systems and organizational analyses and work flow charts; assists in preparing drafts of rules and regulations pertinent to the particular area assigned.
*May supervise and/or participate in the formulation, preparation and control of the agency budget.
*May be assigned to direct various phases of agency administrative operations.
*Performs related work as assigned.
