This is advanced specialized work in managing all activities related to Airport Parking operations and management at the Ft. Lauderdale-Hollywood International Airport (FLL).
The Airport Manager for the Parking section is responsible for managing and coordinating all functions of the Parking program at FLL with estimated revenues of $53 million. This includes managing and coordinating the operations of three structured garages that have approximately 12,000 spaces that provide self-parking for the public, a curbside valet service along with a parking operation that accommodates approximately 2,000 permitted employees, and a remote surface lot with approximately 4,000 spaces at the FLL.
The Airport Manager for Parking should possess a thorough understanding of Parking management at a Large Hub Commercial Service Airport. Duties involve coordinating the activities and contractual obligations of a parking management company, a parking technology provider, and off-airport parking providers with the public and various functions within BCAD. This position is responsible for managing compliance, reporting activities, and contract provisions related to the various parking management agreements. The emphasis of the work is on the development and oversight of operations of the public and employee parking programs, including daily inspection and evaluation of all parking facilities, periodic verification of data obtained from the parking guidance system, and space counts displayed on both interior and exterior signage. This position requires significant interaction with airport stakeholders and will supervise assigned Aviation department staff.
The Parking Manager should thoroughly understand the national and local airport parking market, the latest parking technologies, FLL's off-airport providers, and their pricing and services. The incumbent should be familiar with customer loyalty programs as well as parking reservation systems and operations. The Airport Parking Manager must be able to demonstrate a thorough understanding of local, state and federal laws that govern parking activities for public facilities; a complete understanding of the financial and operating systems and results for revenue, operating expenses and marketing & advertising expenses and; possess a thorough understanding of cashiering functions, technologies, reporting and internal controls. Must be able to obtain/maintain an Airport Security Badge.
Minimum Education And Experience RequirementsRequires a Bachelor's degree from an accredited college or university with major coursework in aviation management, business administration or a closely related field.
Requires four (4) years in airport management/parking management or closely related including one (1) year of supervisory experience.
Special Certifications and Licenses
  • Possess and maintain a Florida E Class Driver's License with the authority to drive a county vehicle for the duration of the appointment.
  • Must be able to obtain/maintain Airport security & customs badging.
  • Must be able to obtain/maintain Airfield driving privileges Movement & Non-Movement.
Preferences
  • Masters in Business Administration, Finance, Economics, Aviation Management or related field
  • Certified Parking Professional (CPP) Designation
  • Certified Administrator of Public Parking (CAPP) from the International Parking Institute
  • Doctorate Degree in Airport Management, Business Management or related field

Duties And ResponsibilitiesThe functions listed below are those that represent the majority of the time spent working in this class.
  • Ensure the overall cleanliness and safety of all parking facilities, fixtures and equipment.
  • Maintain a fixed asset list of all revenue control equipment and related technology.
  • Coordinate the repair and replacement of all parking assets according to age and condition replacement guidelines.
  • Responsible for developing and managing the annual revenue, operating and capital budgets.
  • Develop reports, analyze complex data, parking pricing recommendations, and provide forecasts as it relate to parking operations and revenues.
  • Ensure that the Broward County Code of Ordinances is kept current concerning parking prices and practices.
  • Conducts employee training, development, coaching and mentoring, succession planning, prepares employee performance evaluation, and responds to employee issues.
  • Maintain a positive, consistent and professional working relationship with all airport stakeholders (CBP, TSA, air carrier operators, service providers, concessionaires, etc.)
  • Establish, implement, oversee, collaborate and support all sections of the Airport
  • Operations and Security to ensure that the needs of the public are served in accordance with superior levels of customer service.
  • Responds to airport emergencies and coordinate emergency response training.
  • Responds to Airport and/or County Emergency Operations Centers (EOC) as required.
  • Attends and holds professional and public meetings, and conferences to represent the interests of BCAD.
  • Must have the ability to work all shifts as required by the business needs (e.g. holidays, special events, etc.).
  • Acts in place of the Division Director or the Assistant Director in his/her absence.
  • Performs related work as assigned.
Management may assign additional functions related to the type of work of the job as necessary.Assists in administering through subordinates the planning, scheduling and coordination of business and planning, procedures and priorities to meet established goals; reviews airport development projects identified in the master plan; assists in the monitoring of project progress; provides oversight and coordination as well as participates in meetings for airport improvement projects with airport planning.
Oversees planning of special events; sits on numerous committees pertaining to marketing and public relations, and coordinates with County and State officials; plans, coordinates and implements programs related to airport operations or maintenance.
Prepares and reviews hurricane and emergency plans; plans, monitors and facilitates all functions, activities, performances and operations relating to parking; inspects parking facilities, storage areas and offices to ensure compliance with contractual obligations and established rules and regulations.
Develops, implements and monitors operating budget; prepares annual operating budget and capital improvement submittals; reviews and approves contractor invoices and purchase requests.
Engages airline station managers in both formal and informal meetings to maintain open communications and solve operational issues; communicates on strategic and tactical plans that could impact the airlines.
Responds to airport emergencies; coordinate emergency response training and update emergency response manuals.
Conducts employee training and development and responds to employee issues; prepares employee performance evaluations.
Provides oversight and management control of special projects, contracts administration, and daily work assignments for office and field personnel; provides regulatory compliance oversight to include the development of policy and procedures to ensure regulatory compliance; interacts with airport stakeholders to build relationships and respond to issues.
Acts in place of the Division Director in his/her absence.
