The Broward County Board of County Commissioners is seeking qualified candidates for an Accountant position.PLEASE NOTE: RESUMES OR OTHER ATTACHMENTS WILL NOT BE ACCEPTED WITH YOUR APPLICATIONGeneral DescriptionProfessional accounting work in the classification, analysis and reporting of financial data, and may supervise clerical/technical level accounting support staff.Works under general supervision, independently developing work methods and sequences.Minimum Education and Experience RequirementsRequires a Bachelor's degree from an accredited college or university in accounting or finance; or a Bachelor's degree and coursework that qualifies for the CPA Examination.Special Certifications and LicensesNone.Preferences*Masters in Accounting or Finance*Doctorate in Accounting or Finance*Certified Public Accountant (CPA)*Three (3) years’ experience in governmental accounting work which includes two (2) years’ experience working with grants and procurement.
EXAMPLE OF DUTIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.*Compiles, records, and analyzes accounting transactions, including preparing/inputting journal entries, preparing/reviewing supporting documentation, computing expense accruals, and ensuring that transactions are assigned to the proper expense, revenue, and balance sheet accounts in compliance with accepted standards, policies and procedures; reviews and approves cash receipts.• Reconciles general ledger accounts, including accounts receivable, prepaid expenses, unclaimed property, cash security deposits, and deferred charges; identifies and verifies discrepancies, adjusting as necessary; reviews and reconciles requests for reimbursement from cities and other sub-recipients of federal funds, to ensure compliance with budgetary requirements per contract.• Prepares periodic (monthly, quarterly, annual) and special reports, including documents required for fiscal year-end external audits, by creating spreadsheets and preparing/submitting mandatory financial reports.• Assists/supports management by providing information for preparation/analysis of financial statements and the budgetary process; completes budget transfers and sets up new revenue budget lines.• Monitors daily and monthly bank reports/statements and incoming wires, including preparing wire transfer requests• Prepares daily deposits, processes vendor payments, creates and enters cash receipts into PeopleSoft Financial Management System, copies and scans documents into database, processes packages, prepares billing for internal and external agencies• Processes vendor/employee reimbursement payments and submits payment documents for check processing; resolves payment discrepancies and disputes with vendors and contract administrators; reviews aging statements from vendors to avoid late fees; research missing purchasing card vouchers.• Assist in the development and enforcement of the division’s financial policies and procedures relating to administration and fiscal operations.• Provide support services for day-to-day management of financial records including accounts payable, accounts receivable, general ledger accounts reconciliation, and grant billings to funders.• Initiates, creates and/or review budget transfers and journal vouchers.• Read, understand, and interpret contracts of complex nature and provide assistance to ensure compliance.• Assist in the processing of contract invoices and reimbursement requests.• Assist in the development and submission of the division’s budget as directed.• Responsible for processing contracted providers’ invoices for payment; initiate and create Requisitions and Purchase Orders.• Ability to read, understand and interpret contracts of complex nature and provide assistance to ensure compliance.• Responsible for the billing, collection, and proper recording of the division’s revenue from various grants.• Prepares special and regular reports, systematic and organizational analyses, and workflow charts.• Assist various grant programs’ contracted providers through technical assistance with invoicing and fiscal matters.• Possess knowledge of Federal Office of Management and Budget (OMB) circulars.• Prepare and maintain grant contracted services balance tracking spreadsheets for both payments and billings/receivables.* May supervise staff.* Performs related work as assigned.
