Broward County is Hiring an Emergency Management Specialist -Planning Section Near Plantation, FL

******The position is currently funded under an emergency management grant and must be able to work on programmatic deliverables as well as other assigned duties. ********

The Broward County Board of County Commissioners is seeking qualified candidates for Emergency Management Specialist.

The successful candidate for the Emergency Management Specialist - Planning Section will have previous experience in Emergency Management plans with demonstrated experience in writing standard operating procedures, business plans, and emergency communications, as well as creating training documents / presentations. In addition, the ideal candidate must also be detail oriented and methodical, especially while working in stressful environments that exist during CEOC activations. Ideal candidate must be a creative problem solver; and have the ability to work with a team and independently in order to assist the community in times of need. This position will serve in the EOC in a position for the Planning Section or other assigned responsibility during EOC or Emergency Distribution Center (EDC) activations. Candidate is willing and able to be on call and coordinate responses to emergency incidents when needed in the Emergency Operations Center or field.

******MUST be available to work twelve-hour shifts in the event of an activation of the EOC/EDC in response to a no warning hazard or storm event. ********

General Description

Broward County Office of Emergency Management (OEM) works with federal, state, and local agencies including the 31 Broward County municipalities, school board, and health care facilities. OEM plans and implements the County’s Comprehensive Emergency Management Plan, conducts exercises to test County emergency response capabilities, provides technical assistance to County agencies and local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for local government agencies.

OEM also protects the community by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from both natural and man-made disasters. 

Additionally, OEM is the lead agency for the Broward Emergency Response Team (BERT), whose primary goal is the coordination of the County’s efforts during disaster response and recovery. The OEM team works out of the County Emergency Operations Center (CEOC) in Plantation, Florida. 

During a CEOC Activation, one of the crucial responsibilities of the Planning Section is the collection, analysis, evaluation, and dissemination of information regarding the development of the incident, which includes assessing and reporting current situations, developing action plans to guide the direction of the response and recovery phases, and planning for the demobilization of the CEOC. 

Further, the Planning Section manages and has the responsibility for 9 areas that include: Continuity of Operations; Continuity of Government planning; Comprehensive Emergency Management Plan revisions; WebEOC incident management; CEOC IT technical support; Critical Infrastructure planning; and standard operating procedures development / review.

Ability to work in an EOC environment.

This position will serve in the EOC in a position for the Planning Section or other assigned responsibility during EOC or Emergency Distribution Center (EDC) activations.

Candidate is willing and able to be on call and coordinate responses to emergency incidents when needed in the Emergency Operations Center or field.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, liberal arts, or any other degree related to Emergency Management.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years in emergency management planning or closely related experience.
Special Certifications and Licenses
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Ability to pass a Homeland Security background check (not classified).
Completion of incident command courses within six (6) months of hire: FEMA ICS-100, 200, 300, 400, 700 and 800.
Preferences
-Completion of ICS 100, 200, 300, 400, 700 and 800 courses BEFORE hire.
-Master's degree in the following areas: Business, Liberal Arts, Emergency Management or closely related to Emergency Management.
-Florida Professional Emergency Manager (FPEM) or IAEM Certified Emergency Manager
-Experience with writing emergency management plans and procedures.
-Experience supporting, developing, and coordinating emergency management training and exercises.
-Experience managing / executing Public Assistance or Recovery activities
-Experience working during Emergency Operations Center activations in the Planning Section.

-Experience with grant management. 

-Experience working with Geographic Information Systems (GIS).
-At least 1 year of experience delivering training.
-At least 2 years of experience with WebEOC.
-Proficiency with Microsoft applications including Word, Excel, Adobe, Power Point and Outlook.

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Advises and assists the division director on all operational and technical matters related to the emergency management program section(s) or function(s) assigned.

Assists municipal, county, and state partners with planning, training, and operational outreach relating to the implementation of assigned emergency management programs.

Maintains operational readiness of the Division and the Emergency Operations Center; plans, coordinates, trains, and exercises groups and individuals that function within the assigned section(s) or function(s) of the emergency management program to ensure that the groups or individuals respond as planned; develops, maintains, trains and exercises the requisite standard operating procedures, checklists and job aids.

Prepares project applications for federal and state funds to provide expansion of facilities and services; researches the feasibility of expanded activities and submits reports to administrative superiors.

Assists in the emergency activation functions of the operations center to ensure the operational readiness and effective performance.

Functions as the duty officer, on a rotating basis, providing the 24-hour emergency point of contact for the Emergency Management Department; provides appropriate referral or information to inquirers and responds appropriately to those situations requiring further intervention.

Develops and delivers emergency management and disaster preparedness education to a variety of audiences.

Assumes project responsibility for administering the activities and operational scope of contracts and grant programs; devises project procedures and schedules; prepares project/progress reports and related data; coordinates preparation of grant proposals and writes grant applications, as needed.

Receives, stores, maintains, and utilizes written materials and equipment necessary for emergency planning, preparedness, response, and recovery to disaster situations.

Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.

Conducts special studies/assessments in conjunction with a project; analyzes data and makes recommendations based upon findings.

Able to learn and teach County Introduction to WebEOC course.

Possess and maintain a valid Florida Class E Driver’s License based on area of assignment.

Ability to pass a Homeland Security background check (not classified).

Performs related work as assigned.
