The Broward County Board of County Commissioners is seeking qualified candidates for Program/Project Coordinator, Senior (Home Ownership and Repair) to support the Housing Finance Divison.

This position is responsible for the day-to-day administration, management, compliance, and direct oversight of various rehabilitation programs, and may include other types of housing assistance programs that have operational responsibility of a major scope, and/or a large-size budget.
Candidates should have knowledge of all applicable rules and regulations regarding rehabilitation programs and other types of housing assistance programs which may be funded by Community Development Block Grant, HOME, Neighborhood Stabilization Program or other federal funds including State SHIP funds.


General Description

Administers large-scale programs and/or projects that have County-wide impact.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Preferences
General Contractor License/Professional Engineer/ Professional or Registered Architect License.
Six (6) years direct oversight in the day to day activities of a housing rehabilitation project/programs, and may include other types of housing assistance programs.

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Ensures that all documentation provided by clients, vendors, and staff which may include income certification, scope of work, notice to proceeds, change orders, progress reports, and requests for payment, as well as any other documentation required to certify that all documentation and reporting is compliant with program requirements in accordance with all local, state, and federal guidelines.
Conducts periodic housing rehabilitation compliance monitoring and project inspections to ensure quality performance.
Manages and oversees program funding activities and progress; coordinates meetings with consultants and contractors and manage all aspects of the project.
Ensures that all contracts, reports, and documentation are prepared in accordance with division and department standards as well as county, state, and federal regulations and are filed in accordance with GS1-SL for State and Local Government agencies, and all other record schedules.
Assists in resolving any outstanding issues and problems; attends staff meetings, meetings with clients, contractors, and local, State and Federal officials.
Prepares project procedures, schedules, reports, related correspondence, and data, which may include monthly, quarterly, and annual reports, and mortgage and funding documents required to ensure compliance and reporting on Housing activities and programs.
Serves as the liaison between vendors and homeowners regarding home rehabilitation scope and activities. Communicates all issues with management and assists in resolving any outstanding issues.
