Bureau of Ocean Energy Management is Hiring a Program Analyst. Near Sterling, VA

Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Strategic Resources (OSR), Leasing Policy and Management Division, Sales Coordination Branch in Sterling, Virginia. OSR is responsible for the development and implementation of the National OCS Oil and Gas Leasing Program. The office oversees the assessment and inventory of oil, gas, and other mineral resources, conducts environmental reviews and conveys access to marine minerals, maintains official maps and geographic data, conducts economic evaluations to ensure the receipt of fair market value for OCS leases, and leads efforts to identify and mitigate the financial risks associated with offshore leasing and development activities.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
  • Coordinates lease sales packages for the Bureau and the Department.
  • Demonstrates advanced knowledge and understanding of BOEM's lease sales processes, regulations, and statutory/regulatory requirements for conducting successful lease sales.
  • Plans, coordinates, prepares, and reviews sale documents and briefing materials associated with the lease sale process. This includes coordinating with regional leasing staff and preparing and presenting briefing materials and presentation slides for senior management.
  • Performs proactive coordination of OCS lease sales activities with external stakeholders for the purposes of sharing information and gaining/ensuring compliance with BOEM's regulatory requirements.
  • Identifies relevant legislative and regulatory developments related to offshore energy and minerals development and provides information to senior staff and management on how they could impact the bureau's management of OCS energy and mineral resources.
  • Conducts policy research and analysis, provides recommendations, and identifies pathways for resolution; coordinates these activities among the Bureau's offices and regions.
  • Conducts analyses on OSR's programs, policies, and regulations; assists in developing and implementing recommendations to improve policies, procedures, process effectiveness and efficiency.
  • Participates in internal and external outreach and coordination activities to advance BOEM's OCS energy policy and program development.
The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary InformationGS-11: $82,764 - $107,590 per annumGS-12: $99,200 - $128,956 per annumGS-13: $117,962 - $153,354 per annumFirst time hires to the Federal government normally start at the lower salary range of the grade level.

QualificationsMinimum Qualification Requirements:To qualify for this position you must meet the Education or Specialized Experience for the grade to which you are applying. GS-11:Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  • Reviewing and briefing management on leasing and policy issues.
-OR-Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
  • OR-
Combination of Experience and Education: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  • Briefing, analyzing, and providing recommendations to management on important and sometimes controversial leasing, management, and energy policy issues.
  • Performing internal and external coordination (such as with peers, staff, and managers; and/or officials of Federal, state, and local government agencies; tribal governments; public interest groups; industry; and the public) to advance the organization's goals and objectives.
MUST MEET ALL.GS-13:To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  • Briefing, analyzing, and providing recommendations to management on important and sometimes controversial leasing, management, and energy policy issues.
  • Performing pro-active internal and external coordination (such as with peers, staff, and managers; and/or officials of Federal, state, and local government agencies; tribal governments; public interest groups; industry; and the public) to advance the organization's goals and objectives.
  • Identifying and analyzing policy and/or regulatory issues and providing recommendations to management for consideration.
