Bureau of the Fiscal Service is Hiring a Public Affairs Specialist Near Washington, DC

Summary

This position is located at Bureau of the Fiscal Service, Office of Customer Experience Management, Office of Communications.

As a Public Affairs Specialist, you will develop and maintain contacts with journalists, reporters and respond to media inquiries about Fiscal Service programs.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Serve as a specialist on media initiatives.

Develop and foster effective working relationships and conduct outreach with major print, broadcast and web-based media reporters, writers, and bloggers, including those in the financial press to further Fiscal Service goals for bureau programs.

Monitor news channels, social media to stay abreast of issues affecting the bureau. Develop executive summaries and high-level reports.

Assist with media events, campaigns, interviews, and tapings with the objective of garnering positive, fair, and accurate news coverage.

Support Fiscal Service conference participation through media outreach and promotion.

Requirements

  • A one year probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.

Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury.

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.

Specialized ExperienceFor the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialize Experience for this position includes :

  • Preparing written materials to promote an organization's position on a variety of sensitive and controversial issues; AND
  • Incorporating situation analysis, target publics identification, media and message strategies, and evaluation of effectiveness and costs in communications initiatives; AND
  • Establishing and maintaining working relationships with media representatives, local leaders, congressional representatives, and / or representatives of special interest groups; AND
  • Designing and tailoring meetings and public involvement strategies to audiences that involved a degree of controversy.

Specialized ExperienceFor the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.

Specialize Experience for this position includes :

  • Responding to requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices; AND
  • Assisting in evaluation and analysis of public comments on management issues; AND
  • Identifying areas to be addressed, characteristics and needs of the target audience, and communication techniques most appropriate; AND
  • Developing and presenting informational audio-visual material using new technologies and social media.

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR an LL.M., if related.

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Only graduate level education in excess of the first 36semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized ExperienceFor the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.

Specialize Experience for this position includes :

  • Assisting in writing and developing articles, news releases, and social media posts; AND
  • Drafting reports, talking points, briefing packets and power point presentations; AND
  • Assisting others in the use of social media, radio, television, newspapers, fact sheets, and / or the internet within an organization; AND
  • Researching organizational programs, activities, and / or functions for the preparation of communications to general audiences of directives and the design, documentation, and implementation of various reporting systems.

A master's degree or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
