FLSA: ExemptDEFINITIONUnder direction, directs, coordinates, monitors and evaluates the activities of a unit of eligibility staff; reviews case files for adherence to Department of Employment & Social Services (DESS) regulations, policies and procedures; provides technical guidance and training to staff; and performs related duties as assigned.SUPERVISION RECEIVED AND EXERCISEDReceives direction from an assigned program manager. Exercises direct supervision over assigned technical staff.CLASS CHARACTERISTICSThis is the full supervisory-level class in the Employment and Eligibility Specialist series responsible for directing and overseeing an assigned program offering direct services and support to County clients. Incumbents are responsible for planning, organizing, supervising, reviewing and evaluating the work of assigned staff and are responsible for providing technical level support to the program manager in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.Plans, organizes, supervises, coordinates, and reviews the work of staff supporting programs which provide direct services to diverse populations/groups within the community.Assists in the development and implementation of program goals, policies, procedures, and work standards; drafts and submits a wide variety of policies, procedures and plans for the execution of program operations; implements upon approval.Evaluates employee performance; counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.Trains staff in the work of assigned program operations and services; implements training procedures and standards; provides technical consultation and guidance to staff members and performs the more complex program duties assigned to staff.Collaborates with internal departments, external agencies and community committees to identify the community’s service needs; develops and implements plans to meet those needs.Evaluates program effectiveness in meeting client needs; recommends and implements procedural changes to enhance program effectiveness, including those required for program compliance.Reviews, monitors and authorizes eligibility cases; reviews and critiques progress notes and performance outcome measures; reviews and assures the accuracy of unit's assigned cases, records, and other documents; compiles, interprets and synthesizes data for summary reports.Reviews and analyzes case files and data to determine if appropriate services were provided under local, state and federal criteria; requests required documents; verifies and validates data and documentation; evaluates potential for fraudulent situations.Assesses client compliance to rules and regulations, and approves sanctions as required; works with the Hearings Division to ensure case compliance to court rulings and/or orders. Assists staff in resolving the most difficult and complex eligibility cases or client problems by providing guidance, solutions or referrals to community servicesConducts regular meetings with staff to review work activities, upcoming events and to discuss operational or service delivery opportunities, challenges and successes.Coordinates and/or conducts staff training in areas impacting service delivery, policies and procedures; recent trends in assigned programs areas which would enhance services, and other topics to facilitate a highly qualified workforce.Reviews and interprets legislation, codes and regulations; makes recommendations to management for compliance with mandated requirements and implements management decisions.Conducts quality assurance activities including regular file audits and observations required by oversight agencies.Prepares a variety of program reports, correspondence, and related documents.Directs the maintenance of accurate records and files.Performs related duties as assigned.
SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSMobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various County sites; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information; ability to lift, carry, push and pull materials and objects up to 40 pounds.Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. WORKING CONDITIONS Office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. EQUIPMENT AND TOOLS UTILIZEDEquipment utilized includes personal computer, fax machine, and standard office equipment.Disaster Service WorkerAll Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
