Director of Finance and Accounting

JOB SUMMARY:

The Director of Finance and Accounting oversees Greenville Water financial matters including financial analysis and forecasting, treasury and investments, capital project funding, rate management, negotiating wholesale contracts and bond sales, and developing the annual budget. The position is also charged with identifying new sources of funding for projects, administering grant proposals, and ensuring compliance with applicable regulations for both new and existing grants.

ESSENTIAL JOB FUNCTIONS:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Plans, develops, organizes, implements, directs, evaluates, and reports on Greenville Water's fiscal function and performance.
  • Ensures that all departments function within budgetary and accounting principles and policies. Responsibilities include accounting, debt management, financial forecasting, budget monitoring, rate studies, cost of service, rate setting, financial reports, and financial trends in order to assist the Chief Executive Officer (CEO), the Commission, and other executives in performing their responsibilities.
  • Participates as a strategic partner in the development of Greenville Water's plans and programs.
  • Serves as the front-line representative for Greenville Water with financial advisors.
  • Provides leadership and direction in the development of short- and long-range financial planning; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments, community organizations, advisory boards and citizens.
  • Prepares realistic and fiscally sound annual and special budgets to enable Greenville Water to achieve objectives.
  • Oversees Greenville Water's insurance and risk management program, identifying and assessing risks that could impede the reputation, safety, security, or financial success of the assets, customers, and employees of Greenville Water. Works with brokers to establish appropriate insurance policies, coverage levels and deductibles.
  • Administers grant proposals with the purpose of securing funding for Greenville Water projects. Funding areas of interest include water treatment and transmission projects, wildlife and conservation projects, water quantity and water quality projects, and public outreach.
  • Coordinates with program managers and department directors and supervisors, including the accounting department, to create accurate and timely reports as designated by grant requirements.
  • Ensures all facets of multi-year grants are entered and tracked in FIS appropriately.
  • Develops, maintains, and ensures proper grants management procedures are in place and consistently followed, including but not limited to due diligence procedures, grant reporting, award letters, grant agreements, grant reporting requirements, education of staff, and procedures to ensure availability of funds.
  • Oversees nonstandard grant transactions and anomalies related to grants.
  • Carries out any additional assignments as assigned.

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in Finance, Accounting, Business Administration, or other relevant field, supplemented by seven (7) years of progressively responsible management experience in finance, in a water utility, city, government, or comparable industry, is required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Certification as a Certified Public Accountant (CPA) required. Extensive experience in Financial Management required. MBA, MPA, MPAcc degree preferred.

Job Type: Full-time

Pay: $92,565.00 - $150,180.00 per year
