Job Description And DutiesUnder the general supervision of the Education Research and Evaluation Administrator I (EREA I) of the Data Access and Strategy Office of the Analysis, Measurement, and Accountability Reporting Division, and working cooperatively with program units and managers throughout the California Department of Education, the Education Research and Evaluation Consultant (EREC) acts as the lead data steward for foster data collection and reporting in the department. The EREC will work closely with the foster Subject Matter Experts (SME) in the Improvement and Accountability Division (IAD) to ensure that data needs to provide Local Education Agency’s (LEAs) technical assistance with foster youth are met accurately and in a timely fashion.
Provide consultative expertise to the department’s data request team to assist in all data requests pertaining to foster data. The primary role serving as the subject matter lead in the development and maintenance of the Memorandum of Understanding (MOU) with the California Department of Social Services (CDSS) on the sharing of foster data and managing the foster data sharing relationship between CDSS and CDE. This includes and is not limited to recommending improvements in the foster children match process by analyzing foster data from CDSS and CALPADS data to identify underlying causes of unmatched children. Coordinate process improvement discussions between CDSS and CDE technical staff to improve existing processes, develop new tools or methods to help identify children as they enter the foster care system. Ensures the data files shared with CDSS pursuant to the MOU are accurate and timely.
Serve as the data liaison supporting: (1) the Foster youth subject matter experts in the IAD by providing the necessary data for the Foster Youth Services Coordinating program funding allocation and evaluation report, and county Local Control and Accountability Plans for foster youth; (2) the Academic Accountability Unit by providing subject matter expertise in the use of foster youth data in the California School Dashboard, and (3) the School Fiscal Services Division by providing subject matter expertise in the use of foster data in the Local Control Funding Formula.
Coordinate with the CDE Common Core of Data State Coordinator to manage, compile and deliver the timely and accurate submission of all foster youth data to the U.S. Department of Education and ensure the accuracy of the certification of the Consolidated State Performance Report in regards to foster youth data.
Serve as the subject matter expert in the Foster functionality in California Longitudinal Pupil Achievement Data System (CALPADS). Provide support to the CALPADS Operations Office in resolving second-level CALPADS Service Desk tickets related to Foster Youth data inquiries.
Provide consultative expertise to the department’s DataQuest team in the development and the management of annual releases of foster youth DataQuest reports.

Working ConditionsTelework: This position is headquartered in Sacramento and is eligible for telework all working days at an approved alternate work location.
