California Franchise Tax Board is Hiring an Assistant Bureau Director Near Sacramento, CA

If you answered yes to these questions Advisory, Analysis and Services Bureau (AASB) needs you as a leader in our dynamic bureau.
Under the general direction of the AASB Director, the Assistant Bureau Director (ABD) establishes cooperative working relationships with all levels of staff, including the FTB Governance bodies and Action Committees to effectively speak to and resolve emerging issues. The ABD is knowledgeable of the work performed throughout the Accounts Receivable Management Division (ARMD) and is deemed a collection subject matter expert and handles some of the most complex collection issue within the Franchise Tax Board (FTB) and oversees and directs the activity of staff engaged in collection activities, through the Budget, Training & Operations Services and the Policy & Division Support Sections in AASB.
The ABD coordinates the ARM Division External Communication process and provides development of external communications with overseers, stakeholders, the FTB’s Taxpayer Advocate’s and Public Affairs Offices. The ABD acts as a Division and/or Enterprise liaison for internal and external stakeholders and oversees the Planning and Performance Team and meetings, including the annual Enterprise Risk identification and update process, which are strategic in nature. The ABD acts as backup to the AASB Director as required in meetings, teams, and for other responsibilities and works in a close partnership with their peer Assistant Bureau Directors throughout the department and ARMD to ensure program consistency, goals, and objectives of the department are achieved.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Expert-level Tax and Non-Tax Collection experience.
  • Demonstrated knowledge of and experience with ARM Division operations, including but not limited to familiarity with the level of work performed by collection classifications, collection billing and noticing cycles and contact center level of access.
  • Demonstrated experience participating in the legislative process, analyzing legislation to determine financial impacts, policy formulation, drafting recommendations and implementation planning.
  • Ability to develop and implement strategic, tactical and operational plans and lead the organization in achieving its goals.
  • Demonstrated experience preparing, and reviewing an operating budget, Fund Condition Reports or a similar budget tracking tool and revenue forecasts.
  • Experience contributing to a large project.
  • Ability to define specific tasks, milestones, deliverables, and timeframes and maintain a consistent focus on goals and resources.
  • Knowledge of interpersonal dynamics in the workplace, including workforce diversity, employee inclusion and engagement, and the need for open communication and trust.
  • Demonstrated leadership capabilities, including setting organizational priorities, developing objectives, and monitoring the performance of a highly technical operation under pressure.
  • Experienced leader who can successfully build and promote team engagement, motivate groups, develop, and maintain relationships, while fostering high performance.
  • Demonstrated ability to lead and inspire teams with a strong track record of achieving department objectives.
  • Experience participating on one of one of FTB’s Action Committees (or similar) or sub teams as a member or co-chairperson.
  • Experience providing collection expertise on enterprise projects and legislation .
  • Skill to distill key points from complex information and pass it on to others, as appropriate, in a way that is easy to understand.
  • Ability to determine and meet customer needs.
  • Ability to create collaborative working relations ships with peers, other state agencies, and a diverse group of stakeholders and external business partners.
  • Excellent written and verbal communication skills, to be effective in dealing with the executive and program staff of the Department and external partners.
  • Excellent analytical, negotiating, and problem-solving abilities.
  • Equivalent to graduation from college (4-year degree).
  • Involvement in a diversity of activities, program areas, and/or positions that have provided you with a greater understanding and appreciation for the broader perspective of the department/enterprise.
  • Demonstrated performance encouraging positive relationships, creating high job satisfaction, encouraging success, showing understanding, and being trusting and supportive.
