Job Summary:
Performs highly complex (senior-level) informational and communications work. Work involves collecting and preparing information to develop, create, and produce content and materials for release to various communications media (news, print, digital, and/or social) and for use by the agency, the general public, lottery industry, and other agencies. Works in a manner that exemplifies and supports the agency's core values of integrity, responsibility, innovation, fiscal accountability, customer responsiveness, teamwork, and excellence. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. This position reports to the Media Relations Division Director.
Qualifications:
•Graduation from an accredited four-year college or university is required. (Experience in multimedia content creation, video production and editing, public relations, media relations, communications, or journalism, in excess of the required two years, may be substituted for college on a year-for-year basis.)
•Two years of experience in multimedia content creation, video production and editing, public relations, media relations, communications, or journalism is required. (Fifteen (15) semester hours of graduate level college credit, in excess of the four-year degree, may be substituted for experience on a year-for-year basis.)
•Experience with writing for a variety of public-facing content types (i.e., website, social media, and print) is required.
•Experience with video production is required.
•Experience using social media on behalf of an employer or client is required.
•Experience in the field of graphic design is required.
•Experience with video editing software (i.e., Adobe Premiere Pro, Final Cut Pro, Adobe After Effects, etc.) is required.
•Experience using graphic design and photo editing software (i.e., Adobe Acrobat, Photoshop, Express, Lightroom, etc.) is required.
•Willingness to work irregular hours, weekends, holidays, and nights as workload may require and willingness to be on an on-call rotation schedule is required.
•Willingness to travel up to 10% as required.
•Experience working with X (formerly Twitter), Facebook, Instagram is preferred.
•Experience working with YouTube or other video-sharing platforms is preferred.
•Experience with photography is preferred.
•Experience and proficiency with mirrorless and ENG-style cameras is preferred.
•Experience with audio production gear is preferred.
•Experience with lighting design is preferred.
•Experience using MacOS is preferred.
•Experience writing, editing, and/or preparing written work materials for internal staff communications, correspondence, and documents is preferred.
•Experience using online videoconferencing technologies for broadcasting events and meetings (i.e., Microsoft Teams, Zoom, etc.) is preferred.
•Experience using Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and e-mail is preferred.

Physical and Mental Requirements:
•Must be able to sit or stand for extended periods of time, work under deadlines, and operate standard office equipment and computer software.
Essential Job Functions:
•Creates captivating written, video, and photo content for digital platforms with minimal assistance.
•Writes for a variety of content types including but not limited to agency website, print publications, social media, agencywide emails, video scripts, and talking points.
•Coordinates, prepares, and distributes daily news email and quarterly newsletters for agency employees.
•Identifies opportunities to create digital content to promote agency initiatives, including but not limited to lottery products, beneficiaries, winner awareness, retailers, and special events, such as press conferences, check presentations, product launches, beneficiary events, and other media and agency events.
•Collaborates with team members on concepts for monthly social media calendar and other multimedia projects and campaigns.
•Shoots, edits, and produces high-quality video and photo content for digital platforms, including short videos, still graphics, and motion graphics.
•Provides audiovisual technical support for virtual and in-person agency meetings and off-site special events.
•Conducts interviews with stakeholders, including lottery players, retailers, staff, and subject matter experts, for developing written and visual content.
•Proofreads for proper use of grammar and style and works in close coordination with agency contacts to ensure accuracy.
•Regularly analyzes performance of digital content using analytics tools and provides insights and recommendations for improving engagement and reach.
•Assists with organizing and maintaining a digital asset library, including photos, videos, graphics, and other multimedia content, ensuring easy access and efficient retrieval for division staff and complying with records retention policies.
•Assists with creating. scheduling, and monitoring social media content.
•Assists with social media on-call duties, including moderating and responding to user comments and messages.
•Assists with gathering social media metrics.
•May assist with the preparation and distribution of news releases and media advisories to the media, as well as news clips to directors and commissioners as needed.
•May assist with writing content for industry trade publications.
•May assist with researching and responding to media inquiries.
•Assists with various administrative tasks for the division, including but not limited to processing and routing industry surveys, preparing and submitting eReqs, maintaining filing and records retention for the division, and assisting with social media on-call scheduling.
•May make presentations to agency staff and industry peers.
•Performs related work and special projects as assigned by the Media Relations Division Director.
