Capitol Region Education Council is Hiring a Purchasing Agent - JOB ID# 12586 Near Hartford, CT
Purchasing Agent Purpose: Under the supervision of the Purchasing and Accounts Payable Manager, perform advanced-level duties in the purchase of supplies, equipment, and materials for the agency; assist in the preparation of specifications and legal bids; and perform related duties as assigned. Responsibilities/Duties
Coordinate the procurement of goods and services for the agency, ensuring an efficient process. Management of the entire procurement cycle from start to finish including developing technical specifications and solicitation documents, preparing, evaluating, and analyzing bids/RFPs, contract negotiation, maintaining comprehensive procurement records, and conducting all necessary research and analysis to ensure accurate and compliant documentation.
Create and maintain a strategic bid schedule.
Review requisitions, purchase orders, change orders, and other procurement requests within delegated authority.
Manage the entire contract lifecycle with vendors and suppliers, including drafting, reviewing, negotiating, executing, and administering contracts.
Engage in procurement planning with departments. This includes routinely meeting and communicating to identify their procurement needs and provide high-quality service to meet delivery requirements on a timely basis.
Conduct spend analysis to identify areas for cost savings, consolidation opportunities, and process improvements.
Provide technical support for procurement systems.
Verify compliance with all applicable state, federal, and local laws, regulations, and procedures pertaining to purchasing.
Train personnel on procurement processes as needed.
Perform other related duties as assigned.

Knowledge, Skills And Abilities
Expertise in purchasing principles, practices, and legal requirements. Prior experience working with state and federal procurement, preferred.
Demonstrated ability to conduct spend analysis to identify cost-saving opportunities, consolidation opportunities, and process improvements.
Strong organizational skills and the ability to prioritize and manage multiple tasks simultaneously, effectively meeting deadlines in a fast-paced environment.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and procurement software is a plus.
Ability to work collaboratively with internal departments (e.g., schools and departments) and external stakeholders (e.g., vendors, partners, consultants, and suppliers).
Strong verbal, written, analytical, negotiating and interpersonal skills.
Ability to work effectively with a diverse group of individuals.
Knowledge of e-procurement or bidding software a plus.
Have a thorough knowledge of state contracts and cooperative procurement contracts as well as accounts payables processes.
Requires accuracy, attention to detail and excellent interpersonal skills.
Qualifications
Bachelor’s degree, required. Major in business administration or related field, preferred. Equivalent education and experience, may be substituted.
Five years of progressive purchasing related experience
Two years in in a governmental/non-profit setting, preferred
Travel Requirements
Limited travel to and from meetings/events may be required.

Works in standard office environment.
