GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services.We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Texas Department of Motor Vehicles' facilities, maintenance, and fleet management functions and projects.Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business functions and activities; developing and evaluating budget needs; and monitoring expenditures.Supervises the work of others. Work requires contact with contractors, other state agencies and private entitles. Manage and supervise a diverse workforce with a wide range of skills and duties. Provide appropriate direction, training, and development opportunities to all staff, as needed. Monitor performance and provide regular feedback to staff.Work requires strong interpersonal skills, team-oriented managerial expertise, and the ability to communicate with staff at all levels of the organization. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Manages day-to-day activities of staff in facilities, maintenance, and fleet management functions for the agency.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities for assigned program areas.
Develops and implements techniques for evaluating business functions and program area activities.
Strong interpersonal and management skills that support effective supervision of staff and communication with staff across the department.
Plans, implements, coordinates, monitors, and evaluates policies and procedures, reports, and information pertaining to program areas and monitors program areas for compliance.
Confers with senior and executive management to develop strategic plans and long- and short-term goals for the department within program areas.
Plans and develops budgets, evaluates requests, monitors expenditures and coordinates with management and budget staff to adjust as appropriate and necessary.
Performs data collection, forecasting and plan development; prepares management and productivity reports and various project estimates; and reviews and approves documents and reports developed by staff to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
Provides technical expertise and guidance regarding questions related to facilities, maintenance, and fleet management functions and projects; identifies areas of needed change within program areas; and makes recommendations to improve operations.
Reviews and coordinates needs associated with plans, specifications and estimates, construction and design documents, and contracts; diagnoses and implements solutions for needed demolition, construction, and repairs; and ensures requirement compliance on behalf of the agency.
Reads moderately complex drawings, sketches, and blueprints to determine details of assigned tasks and projects, orders materials, equipment and supplies, and plans task sequences, coordinating time allotments.
Participates in program analysis, research studies and internal audits; coordinates with consultants, construction firms and government representatives to accurately depict project impacts.
Supervises the work of others to include staff, temporary workers, contractors, and vendors. Monitors work performance and prepares required, periodic evaluations for staff.
Works to create a working environment that is supportive of all staff and encourages participation by all staff in problem-solving and process improvement.
May represent the agency at meetings and travel to make on-site reviews, inspections and analysis of agency owned and leased properties; coordinates and conducts meetings, inspections and administers program area contracts ensuring work standards, safety, licensing, and regulations are met.
Travels up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties and related work as assigned.
Qualifications:
MINIMUM REQUIREMENTS
EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university or the U.S. equivalency thereof with major area of study in architecture, engineering (structural, mechanical, electrical, or civil), construction management or related field, plus five (5) years progressively responsible experience handling fleet management, commercial construction, renovation, or maintenance administration of office or similar use buildings to include, design, scheduling, cost estimating and budgeting.
Must have at least three (3) years managerial/supervisory experience.Lead worker, coordinator, or project lead work experience may be substituted for supervisor or management experience on a year per year basis.
Experience and education may be substituted for one another. (Experience requirements may be satisfied by full-time experience or the pro-rated part-time equivalent.)
Preferred Requirements
Certified Texas Contract Manager (CTCM) Certification.

PHYSICAL/WORKING CONDITIONS
  • Required to work Monday-Friday, 8 hours a day, 40 hours a week, on-site at Headquarters location in Austin, Texas.
  • Required to perform manual labor including, lifting supplies and materials up to 50 pounds and standing or sitting for prolonged periods of time.
  • Required to operate State vehicles (automobiles, vans, trucks, box trucks, golf carts, etc.) traveling up to 50%, generally in the Austin and surrounding areas during routine working hours with occasional out-of-town and/or over-night travel.
  • Work is performed both inside and outside.When inside, employees are exposed to normal office temperatures and noise.When outside, employees may be required to work and be exposed to seasonal inclement weather.Work typically involves standing, walking and working with office and mail machines for extended periods of time.Lifting, carrying and moving of equipment and materials that weigh up to 50 pounds is required and employees must have the ability to perform fieldwork that may sometimes involve walking moderate distances and exposure to potential hazards (heat, rain, insects, etc.)
  • May be required to perform duties in support of national emergencies and/or disasters to include holidays, evenings and weekends on occasion.
  • Non-smoking environment in State buildings and vehicles.
  • To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily and comply with the Physical/Working Conditions with or without an accommodation.
REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 90 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
