ESSENTIAL JOB RESPONSIBILITIES
Counseling Services
Maintains an active caseload as defined by director.
Directly provides mental health and/or substance abuse treatment when needed, including assessment, diagnosis, crisis intervention, informed consent, treatment documentation and planning/review for both individuals and groups.
Maintains systems to ensure assigned staff update and complete assessments, informed consents, treatment plans/reviews, progress notes, and other information in client records according to assigned timeframes and as requested by director.
Coordinates court referred programs by ensuring a system of drug testing, writing reports and progress notes in assigned location.
Determines client need for specialized services within or outside of the agency, such as medical treatment, psychiatric care, psychological testing as well as with other service organizations in accordance with the client's treatment plan and communicate all such actions to the client's case manager.
Ensures staff empower patients to participate in their treatment plans, written in clearly understandable language.
Ensures every patient receives screenings and assessment for HIV transmission risk factors prior to or in conjunction with client appointments and referrals when risk reduction counseling is indicated.
Ensures assigned staff promotes decision-making skills with regard to disclosing HIV status to supportive family, friends and others while utilizing all available tools and reinforcing client coping skills.
Administrative Duties
Coordinates and documents the hiring, competency assessment, training, and supervision of staff for assigned programs/locations.
Ensures staff under supervision adheres to all standards of care, HIPAA and other State/Federal/Local regulations, QA measures and administrative clinical procedures.
Coordinates the credentialing process and behavioral health plan enrollments in conjunction with the Grants and Program Development department.
Implements and promotes evidence based SAMH care delivery for the most common SAMH conditions seen within the agency (Depression, Anxiety, Trauma and Substance Abuse).
Works collaboratively with other supervisors to ensure new patient orientations occur and include full SAMH screenings (PHQ 9, CAGE-AID, Tobacco, Sexual and Environmental Risk) and needed assessments.
Coordinates (with an emphasis on relationship building) with other departments and agencies specialty practices, pharmacies, community groups and organizations at the local and state levels as necessary to facilitate the coordinated service delivery of behavioral health services.
Ensures compliance with all standards of care, clinical/administrative procedures required for staff under supervision. Also, that all documentation is Timely, Accurate, Legible and Clear and Ensures areas of responsibility adhere to HIPAA and other State/Federal/Local regulations and QA measures.
Maintains Substance Abuse outpatient licensing in assigned locations.
Supports Director in the coordination of agency-wide and community-wide trainings regarding mental health and substance abuse.
Assists in managing the writing/development, implementation, sustainment and monitoring of grants, awards and contracts.
Assists in the development of relevant policies and procedures ensuring compliance among assigned staff.
Evaluates staff productivity, revises procedures, devises new forms to improve efficiency of work flow accomplishing priorities.
Responsible for assuring patient service needs and providers needs are met. patient and provider service feedback is Monitored and contributes to the process of resolving complaints and service isues, informs performance and process improvement.
Plans, Implements and monitors progress on implementation of an Electronic Health Record (EHR) in Behavioral Health at Care Resource.
Coordinates all of the marketing efforts aimed at meeting agency productivity and growth targets for assigned areas.
Facilitates site visits, monitoring visits, and audits from funders.
Coordinates and Facilitates virtual platforms for Telehealth opportunites and supports staff in working remotely as needed.
Fiscal Duties
Ensures that agency systems and protocols exist that maximize resources to cover financial costs for services prior to entering therapy (includingwhen to waive fees, self-pay/sliding fee scale, 3rd party payers, private insurers, Medicare and Medicaid).
Analyzes and audits billing and provider invoices for timely posting, accuracy and clinical substance.
Manages, tracks, and reconciles all Behavioral Healthcare services related financial information.
Writes and prepares reports to comply with contracts.
Orders supplies, requests facilities or IT assistance for the behavioral health program.
Maintains and manages the net income as projected for behavioral health program.
Maintains, manages and reconciles inventory of supplies, incentives and capital equipment.
Ensures accurate system of tracking/collection of Payments, Sliding Fees, billing and invoicing for services provided through all funding sources.
Provides timely progress reports to program director on the status of all programs.
Ensures charges related to services are properly captured and reflected in agency's EHR.
Reviews reasons for billing adjustments, refunds, transfers and denials to minimize errors.
Ensures that all new or existing staff complete applications required for providerships in Medicare, Medicaid, 3rd party payers and tracks progress on these applications and approvals to be completed within 90 days of hire.
Coordinates and supports system of tracking eligibility authorizations for all patients in care and manages communication with clinical counselors regarding documentation of eligibility, patient authorizations and medical necessity.
Ensures that all payer requirements are met for proper reimbursement.
Tracks and analyzes results from requests for chart reviews.
Quality Assurance/Compliance
Participates and prepares various on-site inspections as required by local and state laws.
Performs Quality Assurance and record reviews for the behavioral health program.
Creates and distributes Standard Operating Procedures (SOP) for new protocols and procedures.
Serves as internal arbitrator of disputes involving clients, patients, staff, and visitors.
Prepares documentation and applications for the credentialing and recredentialing of providers in the various managed care programs.
Monitors protocol fidelity of evidence based SAMH care delivery for the most common SAMH conditions seen within the agency.
Works collaboratively with other supervisors/managers to ensure new patient orientations occur and include full SAMH screenings and needed assessments.
Safety
Coordinates system of employee wherabouts communication when work in the field or patient homes is required.
Maintains agency guidelines relating to safety, outreach and confidentiality.
Ensures proper hand washing according to Centers for Disease Control and Prevention guidelines.
Ensures staff documents patient's medications correctly.
Emphasizes staff prioritization of patient compliance with prescribed medication encouraging each patient to bring their up-to-date list of medicines every time they visit the therapist and/or doctor.
Ensures each new client receives screening for their risk for depression, substance abuse, tobacco use and sexual/behavioral/environmental risk.
Understands and appropriately acts upon assigned role in Emergency Code System.
Understands and performs assigned role in Agency Continuity of Operations Plan (COOP).
Other
Meets with and schedules educational events with community resources for staff and patients.
Participates in agency developmental activities as requested.
Other duties as assigned.
PHYSICAL REQUIREMENTS
This work requires the following physical activities: frequent sitting, bending, standing, walking, talking in person and talking on the phone. Occasional driving, stretching/reaching, and lifting up to 50 lbs. are required. Work is performed in an office setting.
