JOB SUMMARY:

Under limited supervision, this position plans, develops and coordinates all activities and functions of assigned programs/projects to ensure programmatic goals and objectives are accomplished within prescribed time frames, parameters and organizational priorities. This position is located at MacDill AFB.

ESSENTIAL JOB FUNCTIONS:

  • Convenes targeted businesses to facilitate the development of industry sector strategy approaches that provide solutions for current workforce needs, projections for workforce issues over the next five years, and resources to meet both long and short term goals.
  • Consults with target businesses regarding the state of current and projected workforce needs to determine gaps and areas of concern.
  • Provides information to businesses on available training grants, placement services or reduction in workforce support and, where needed, coordination of provision of such services to employers.
  • Assess and prioritize program needs, set specific goals and objectives for resource development and operational requirements. Develop workable solutions to achieve goals and objective for grant and funding strategies.
  • Consults with target businesses and education partners regarding talent pipeline development (includes serving as liaison with the K-20 educational entities on curriculum changes, additions, delivery methods, etc., identified by the industry as necessary for talent pipeline development.
  • Coordinates the submission of reports and other required documents in support of current agreements with funding entities. Ensure program and grant files are maintained in accordance with established procedure designed to provide an audit trail.
  • Assists in marketing programs and services to local, target industry business contacts to generate new expansion projects.
  • Engages with CSTB stakeholders and partners to maintain up-to-date program details.
  • Provides program/project management and oversight to include event planning, management, recruitment, and execution.
  • Maintains accurate contact database and project status via Salesforce to allow for effective project management and measurement of organizational metrics.
  • Serves on strategic task forces, ad hoc committees, chambers, and other miscellaneous organizations as needed.
  • Collaborates with internal departments and external partnerships to attain the organization’s performance metrics. Management and implementation of MOUs to attain same performance metrics.
  • Responsible for the Sector or Special Project Strategy Planning Process (Including logistics, facilitation of process, recruitment, subject matter experts, etc.).
  • Implementation of Initiatives via a variety of methods and partnerships, as identified in the Strategic Strategy Plan.
  • Duties may be assigned as deemed necessary.

Requirements

QUALIFICATIONS:

Minimum Education & Training:

  • Bachelor’s degree in Business Development, Organizational Planning and Development, Economic Development, Human Resource Management, Public Administration or closely related area.
  • Minimum 5 Years knowledge of business practices within the industry preferred
  • Florida Workforce Professional Certification Tier I required
  • Proficient in Microsoft suite (Outlook, Word etc.)

JOB SPECIFICATIONS:

  • Collaboration to secure needed funding to provide solutions for workforce needs or talent pipelines.
  • Implementation and coordination of industry specific recruitment events as required.
  • Participation in industry groups or professional associations to gather information on industry needs and trends.
  • Coordinate with all other CSTB Departments to ensure the success of the organization.
  • Work with the Program and Policy Officer and Contractor Management to develop program policies and procedure as required.
  • Work with Communication’s Departments to create mechanisms and messaging for targeted program population.
  • Provide policy and program guidance to contractor management in order to facilitate understanding of funding stream parameters, objectives and performance measures.
  • Maintain a collaborative relationship with businesses, stakeholders, and professional organizations of the targets industry to identify current and future key workforce challenges associated with grant/program.
  • Promote the sharing of workforce skills information between business services team and career center staff as needed.
  • Conduct speeches and presents information at meetings and industry/community functions to promote services, exchange ideas and accomplish objectives.
  • Successfully manage any task or project as assigned from Vice President of Business and Community Engagement.
  • Effective and timely communication – the receipt and transference of critical information about business activities and industry trend between community leaders, businesses, industry groups, CareerSource Tampa Bay committees and staff.
  • Knowledge of market research tools and the trends in the industry or community.
  • Strive to achieve highest level of customer satisfaction, including internal customers, participants, and contractor customers.
  • Identifies additional employer job opportunities.
  • Ability to work in a fast paced environment.
  • Ability to manage multiple priorities to ensure that deadlines are met.
  • Ability to perform market research, monitor and analyze industry-based data to identify trends and provide relevant.
  • Strong verbal and written communication skills, with an ability to express ideas clearly, concisely, and effectively. Comfortable with public speaking opportunities.
  • Strong interpersonal relationship skills, with a demonstrated ability to work collaboratively and effectively with a wide variety of internal and external stakeholders.
  • The successful applicant will have experience developing and making sales presentations, providing prospect client services, and simultaneously managing multiple projects.
  • Occasional travel for meetings, trade shows, seminars, etc.; some evenings and weekends may be required.
  • Work under and maintain confidentiality.

PHYSICAL REQUIREMENTS:

  • Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Reaching. Extending hand(s) and arm(s) in any direction.
  • Standing. Particularly for sustained periods of time.
  • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed instructions to other or important spoken workers accurately, loudly, or quickly.
  • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
