Job Summary
The Behavioral Health (BH) Clinical Specialist position provides clinical and operational expertise and coaching to the network for the purpose of aligning with quality assurance standards, encouraging the effective spread of clinical best practices, and the successful implementation of improvement initiatives, with the end goal of improving health outcomes for members. This position is differentiated from the Behavioral Health Clinical Specialist - License role by having a more significant understanding of operations of licensing board, including but not limited to ethics and continuing education standards. Additionally, the licensure position places a higher expectation on mapping out clinical quality care and addressing complex clinical cases.
Essential Responsibilities
Training Design, Evaluation, and Implementation
- Collaborate in the design, implementation, and delivery of training programs, instructional tools, and delivery strategies based upon knowledge gaps identified by staff and the leadership team.
- Evaluate and document the effectiveness of the BH developed training programs.
- Design materials that align with Branding and Marketing standards
- Develop and maintain tools for tracking timelines, deliverables, and project outcomes.
- Develop and oversee behavioral health clinical best practices and regulatory curriculum for the provider networks.
- Using an equity lens to create trauma-informed materials.
- Track and share the outcomes derived from the training material to stakeholders.
- Ensuring training content is updated with advanced interpretation and seek options for process improvement.
- Consult and develop plans related to quality of care concerns regarding the BH provider network.
Coaching and Facilitation
- Design and lead collaborative meetings with behavioral health cohorts involving staff and leadership teams of internal and external organizations as a trainer and facilitator.
- Coach and motivate BH provider teams on clinical improvement projects, including (but not limited to) development of project goals, dates, and timelines.
- Collaborate with multi-disciplinary teams across departments and leadership groups to develop interactive training programs, instructional tools, and delivery strategies based upon knowledge gaps identified by regional leadership and provider networks.
- Regularly connect with system partners regarding progress of projects and regularly update leadership on goal tracking.
- Assist internal and external behavioral health leadership in implementation, leading and completion of network strategies and interventions.
- Perform work in alignment with the organization's mission, vision, and values.

Operations and Administration
- Assists with compiling documents, completing research asks, and developing recommendations for the BH leadership and other relevant committees related to ongoing monitoring and support of the BH system of care.
- Identify needs and facilitate both internal and external multi-disciplinary teams to support provider training regarding clinical practices.
- Deliver operational and administrative supports associated with a provider support program, including taking and distributing meeting notes, scheduling meetings/trainings, supporting the development and maintenance of a provider facing portal, tracking documents, developing spreadsheet to track data elements/tasks, and requesting necessary data reports to inform provider support offerings.
- Develop and maintain tools for tracking timelines, deliverables, and project outcomes.
- Create structures and convene internal and external stakeholders to establish interrater reliability regarding clinical concepts and systems of care.
- Lead a variety of small to complex improvement projects relating to behavioral health programs, services development, and optimization with network partners; projects may span across multiple geographies.
- Establish and ensure effective channels of communication for reporting on project status, coordinating changes, and making decisions.
Process Improvement Functions
- Participates in the ongoing review and analysis of data relevant to the functional areas of the department; contributes to identifying opportunities for network improvement.
- Contributes to identifying training opportunities that could result in improvement and supports the development of an evaluation process to ensure success.
- Responsible for utilizing a process improvement approach when planning, delivering, and evaluating provider supports.
- Utilizes project coordination principles and techniques to effect change and complete projects. Establish provider support project goals and monitor progress and quality of outcomes, ensuring delivery of results.
- Acts as a resource to the behavioral health provider network and identifies training opportunities that result in clinical and quality of care improvement.
- Ability to focus on and comprehend information, learn new skills and abilities, assess a situation, determine appropriate resolution, accept managerial direction, feedback, and tolerate and manage stress.
- Process requests according to established timelines and regional priorities.
- Provide consultation to internal CO programs regarding concerns surfaced by other departments.
- Follow established departmental and organizational policies and procedures.

- Identify opportunities to collaborate with other units to increase organizational efficiency and effectiveness.
- Work closely with health plan staff to ensure collaboration, integration, and support across all service areas.

Experience and/or Education
Required
- Minimum 5 years' experience in a mental health and/or substance use treatment setting; experience should include at least 2-year combination of experience coaching, training delivery/design, and/or facilitating health care professionals in quality improvement and/or process improvement practice transformation work
- Master's degree in counseling, Social Work, or related healthcare field
- Registered with MHACBO as a QMHP
- Valid driver's license, acceptable driving record and automobile liability coverage or access to an insured vehicle
Preferred
- Experience working within Medicaid managed care environment with vulnerable populations in community BH settings
Knowledge, Skills and Abilities Required
Knowledge
- Thorough and applied knowledge and experience of clinical best practices in a mental health or substance use treatment setting
- Applied knowledge in identifying training needs
- Familiarity with the principles of managed care and utilization management
- Previous adult learning theory and meeting design/delivery experience
Skills and Abilities
Ability to use clinical review criteria (i.e., audit tools, state plan, OARs, CCO contracts) to inform quality of care training and meeting design
- Advanced computer application skills including with MS Windows, Word, Excel, and Outlook with proficiency using Power Point and internet browsers/search functions
- Ability to represent the organization in public and private meetings and other gatherings related to areas of specialty
- Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours/day.

- Ability to research, design, and deliver trainings to diverse audiences, ensuring learning objectives are met through participation
- Ability to maintain engagement with stakeholders throughout training sessions and manage complex group dynamics that occur in training spaces
