Casa Pacifica is Hiring a Clinical Program Manager of Camino a Casa Education Program Near Camarillo, CA

Wage band range $90,0000.00 - $131,250.00 annually. However, starting pay is ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity.Under the direction of the Regional Director of Ventura County the Director of Camino a Casa is responsible for successfully operating the program to include clinical programing. program staff selection and supervision and managing all resources to ensure solid financial and clinical performance. The Clinical Program Manager is a member of the Leadership Team and works closely with other leaders to ensure the agency achieves its mission.
DUTIES AND RESPONSIBILITIES: (illustrated by typical activities):
  • Develop, establish, implement, and monitor the program to ensure effectiveness and growth.
  • Supervises and oversees day-to-day program operations to include marketing, utilization review, programming, and discharge planning.
  • Works collaboratively with Assistant Director of Campus Services and Admission Department to ensure program integrity at all levels.
  • Ensures clinical effectiveness and the utilization of evidence-based treatment.
  • Provides effective financial leadership and management, including budget development and oversight, revenue development, and expense stewardship.
  • Ensures proper record/documentation maintenance and conformance with all commercial insurance contractual demands
  • Ensures that program philosophy and service delivery align with the program and agency vision, mission and values.
  • Advocates for system change in relationship to agency service delivery philosophy.
  • Establishes and advances agency and program goals: create plans, organizes resources, manages projects, makes plan adjustments, and monitors progress.
  • Leads program development and improvement, including implementation of new services and service modalities and growth of existing programs. Establishes program systems, structures, policies and procedures, focusing on maintaining and improving efficiency, effectiveness and quality of services.
  • Analyzes and integrates the use of outcome data to improve clinical service delivery within assigned team.
  • Ensures the educational needs of youth are met consistent with contractual requirements. This includes working closely with education specialist to ensure youth have access to appropriate coursework.
  • Collaborates and communicates with internal and external stakeholders, customers, and constituencies in a manner that promotes agency mission, vision, and values; agency, region, and area goals; and customer satisfaction.
  • Ensures full compliance with Community Care Licensing (CCL), Medi-Cal, Department of Education, and Commercial Insurance Carriers and other regulatory bodies.
  • Ensures staff billable productivity and other revenue related activities meet or exceed revenue forecasts.
  • Ensures clinical documentation and quality assurance meets both agency and payor standards, ensuring audit ready charts and continuous quality improvement.
  • Ensure that all staff behavior and area activity is in full compliance with agency, local, state, and federal standards and requirements.
  • Works with Development team. Assists with newsletters, grants and other special projects related to promoting CaC in the community.
  • Represent the agency and area in the community, providing exemplary leadership and professionalism that advance the region, agency, and behavioral health industry.
  • Provides oversight and supervision to cottage supervisor.
  • Supports in programmatic tasks (i.e., completes timesheets, approves mileage, invoices, and petty cash)
  • Manages the weekly Clinical schedule for the cottage, assigns group and case assignments in collaboration with the Clinical Supervisor
  • Provides customer service to parents, SELPA, School Districts, and stakeholders.
  • On Call 24/7 as needed, and available during emergencies.
  • Serves as an On-Call administrator on weekend on call rotation.
  • Attends IEP’s when needed to provide support and oversight.
  • Collaborates with Director of Education/Principal and NPS staff as needed.
  • Other duties and projects, as requested.
Qualifications, EDUCATION And/or EXPERIENCE
  • License required.
  • Ph.D., Psy.D., LCSW, LMFT
  • Minimum 5-7 years related experience and/or experience working with severely emotionally disturbed children/ adolescents and their parents.
  • Minimum 3 years of progressive leadership experience preferably with private insurance funded programs.
  • Ability to exercise independent judgement and leadership, analyze situations accurately and take effective action.
  • Ability to use effective leadership skills in daily interactions, planning and delegation of duties.
  • Model appropriate therapeutic and professional behavior, lead a group of diverse personalities.
OTHER SKILLS AND ABILITIES: Ability to use various computer software. Knowledge of Title 22, Division 6 licensing requirements. Strong organizational, communication and leadership skills. Strong human relations skills and excellent interpersonal skills.
Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, budgets, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups pf managers, clients, customers, and the general public.
TB test clearance, fingerprinting clearance, and other state/federal licensing or certification requirements, including mandatory reporting requirements as per Child Abuse and Neglect Reporting Act (CANRA). Valid California Driver’s license, clean record.
