Case Western Reserve University is Hiring an Assoc Director, CSE Research Support Near Cleveland, OH

POSITION OBJECTIVE
Working under general direction, manage the proposal, production, and execution in terms of money, personnel, contractual obligations to funding agencies, etc. for up to three departments and at least one institution. This involves providing analytical and financial support in proposal processing, contract and complex grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for a variety of federal, state, local and private sponsors. The activities manage $4-17 million and are associated with forecasting, planning, and managing a variety of research portfolios involved performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub-award/ sub-contract issuance and administration. The position will supervise the research support staff working on grants or contracts according to established policies and management guidance. Collaborate on the development and implementation of changes to department policies and practices. Receive assignments in the form of objectives with goals and the process by which to meet goals. Exercise judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides priority setting and work flow analysis.
Essential Functions
  • Administrative: Work with the Executive Director, CSE Research Support, research team directors, department chairs, institute directors, and the associate dean to develop short- and long-range strategic plans for a variety of research portfolios. Allocate resources, sets priorities, and monitor all activities within the CSE research support teams including determination of staffing needs, recommendation of salary actions, terminations, and performance ratings. Identify additional training needs within the group and takes initiative to address them. Develop and monitor policies and procedures for Research Administrative Support operations. Institute best practices that effectively and efficiently support the research administration of the School. (30%)
  • Preaward: Manage contract and grant proposal preparation processes for the more demanding and reporting-intensive sponsors with varying policies, restrictions, and deliverables. This includes helping to develop proposal budgets and using the university proposal submission system ¿ SPARTA. Consult on all proposals prepared by staff as the Management Center review and subsequent submission to the Office of Sponsored Projects Administration. Ensure that all proposals adhere to the proposal requirements which have been set the funder. Advise faculty on complex contract and grant terms that may impact the administration of a project involving multiple institutions in both the U.S. and international sites. Provide multi-institution, complex proposal development for collaborative research, industry and clinical-trials grants and contracts. Provide background research to emphasize the connection between the research needs statement and the interests of the funder. (20%)
  • Post award: Lead a team of research award specialist and support staff who provide post-award contract and grants management. Manage the development of forecasting models to monitor current funding and to determine future funding needs, including, but not limited to, cost principles, reimbursement, cost transfers, allocation of costs, allowability of costs, financial monitoring and reporting, record retention, and project close-out. Develop and implement strategies to avoid over and under spending. Review and monitor spending levels and commitments. Provide monthly overdraft reporting and resolution. Facilitate the terms and conditions of awards, budget augmentation, and project period with the principals. Ensure compliance with all state and federal agency regulations, industry, non-profit organizations, and university procedures. Provide post-award financial administration and management for the more complex research funds in accordance with University costing policy and agency requirements. This includes the assignment of project reconciliation to the research staff. Review responses to external audit requests. Resolve administrative issues with industrial partners and other sponsoring agencies. Facilitate resolving any legal or contract issues during the course of an award. Act as liaison to other research and administrative units involved in research administration. Expedite Sponsored Project Office sub-award reviews and approvals. (48%)
Nonessential Functions
  • Maintain up-to-date knowledge regarding sponsor rules and regulations, and assure staff is trained as appropriate. (1%)
  • Perform other duties as assigned: includes performing project team lead roles for the Research Team as assigned for process improvement, training, or research faculty customer service resolution issues. (1%)
CONTACTS
Department: Daily contact with department chair, faculty, and other staff to discuss and delegate work assignments. Daily contact with staff in Finance & Administration to discuss projects, coordinate activities, process and resolve questions regarding financial reports, and employee relations issues. Regular contact with Research Administration Managers in the other departments to network and exchange ideas and to coordinate preparation of proposal budgets.
University: Regular contact with staff in various central administration offices such as Research Administration, Purchasing, Controller's Office to provide and request information.
External: Regular contact with outside funding agencies and organizations to discuss or deal with administrative and financial issues relating to current or potential funded projects.
Students: May have contact with students.
SUPERVISORY RESPONSIBILITY
Directly supervise clerical and administrative staff, including preparing performance evaluations, making employment decisions, etc.
QualificationsExperience: 8 or more years of progressive experience in organizational administration management including operations, finance, human resources, marketing, etc. Grants management or research administration experience preferred. Experience in a university setting highly preferred.
Education: Bachelor's degree required; Master's degree preferred.

  • In-depth knowledge of regulations, ensuring compliance, minimizing risk, and effective risk management strategies.
  • Proven ability to supervise and manage staff, set priorities, analyze workflow, allocate resources, and develop and implement policies and procedures for enhanced performance.
  • Proficiency working with information management systems. Expert working knowledge with the PeopleSoft Financial System is preferred.
  • Demonstrated competence in the use of spreadsheet and database in financial analysis, fiscal management and financial reports. Must be proficient in use of Microsoft Office and common desktop/web applications.
  • Advanced knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements for federal government, industrial, non-profit organizations, and state government is preferred.
  • Demonstrated working knowledge of OMB circulars 2CFR 200 (replaced A-21, A110, A-133, Federal Acquisition Regulations,) and principles of cost accounting standards, including allowability, allocability, and reasonableness is preferred.
  • Substantial knowledge and experience in research pre-awards administration, proposal preparation/submission processes is preferred. Expert working knowledge of institutions of higher education fiscal policies/procedures is preferred. Expert knowledge of external sponsor requirements, such as NSF, DOE, DARPA, NIH, etc. is preferred.

WORKING CONDITIONS
General office environment. The employee will perform repetitive motion using computer mouse and keyboard to type.
This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department. New employees may begin a hybrid schedule upon approval from the supervisor, successful completion of an orientation period and signing the remote work checklist certification form.
