CASE is Hiring an US-Human Resources - Manager, Recruitment & Human Resources Near Washington, DC

POSITION PURPOSEReporting to the Director, People and Culture in the People, Talent and Culture Division, this position is responsible for coordinating and/or implementing full cycle recruiting for a variety of senior level management professional, technical, and scientific positions. This involves working with and coordinating partnerships with hiring managers and external recruiting partners to effectively source, recruit, evaluate, interview, select and retain top talent to meet the organization’s staffing and human capital needs. Other aspects of the scope of this position include responsibilities for functional contributions to employee onboarding, organizing training and development activities, implementation of performance planning and evaluation processes, and compensation and rewards programs. Support of other functional areas of human resources across the organization may be asked of this incumbent. Compensation: $87,000-$92,000 depending on experience. Full-time, exempt level employee are eligible for various benefits including vacation and sick leave, paid holidays, health insurance, dental insurance, life insurance, long-term and short-term disability insurance, flexible spending plans, employee assistance plan, legal resources plans, tuition reimbursement, and participation in CASE’s retirement plan. CASE is eligible for the Public Service Loan Forgiveness (PSLF) program. ESSENTIAL FUNCTIONSThe core functions of this position include but are not limited to the following: Program/Activity ManagementCollaborates with CASE colleagues to help ensure implementation of CASE objectives, by: Recruitment:Leads searches or works with external recruiting partners on full cycle talent acquisition efforts once the search strategy is determined for each search; coordinates and or/implements kick-off meetings with hiring managers and leverages talent channels to identify and source prospects. Engages and builds relationships with candidates, answering inquiries, capturing pertinent information, and stewarding through the application processUpdates and organizes data related to candidate identification, cultivation, and stewardship in applicant tracking database and assures compliance with organizational/legal definition of applicant.Coordinates and/or conducts screening interviews by e-mail, phone, Zoom or face to face; handles interview processes and interfaces with candidates and recruiting partners effectively during the recruiting and evaluation process.Coordinates receiving and evaluating of interview feedback and advises in the final selection process; coordinates pricing of jobs with external compensation consultant and collaborates with the Director, People and Culture in making salary offers.Checks references, verifies education, and coordinates background investigation of selected candidates; makes verbal and written offers of employment.Conducts exit interviews with leavers; advises them of benefits, termination and future options, final pay calculations and vacation leave payout. Talent Pipeline:Supports the development and implementation of creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.Collaborates with CASE staff to build and deepen relationships with CASE alumni for increased candidate referrals and overall brand awareness.Coordinates relationships with strategic talent partners [i.e., external staffing firms and agencies, contract recruiters, consulting firms, non-profits, education pipeline organizations, and other affiliation groups].Collaborates on creation of candidate and stakeholder collateral about CASE’s talent acquisition process [i.e., job descriptions, project examples, FAQs, webinar presentation decks]. Onboarding and Retention:Plays a key role in the leadership of and implementation of CASE’s onboarding processes of new hires helping to ensure that all new members of staff are inducted effectively into the wider organization. Reviews and develop checklists, tools, and other resources to facilitate such orientation. Works with the Director, People and Culture on the implementation of the annual Performance Planning and Evaluation process; helps monitor the processes to assure that managers are providing regular feedback to employees on their performance to help them improve their skills and meet strategic organizational goals.Develops and conducts “stay” interviews toward the goal of strengthening employee retention strategies. Compensation and General Human Resources Functional Support:Supports, coordinates, and monitors all retention and recognition programs.Coordinates CASE’s participation in external compensation and benefits surveys and coordinates compensation pricing and benchmarking efforts. Recommends changes in employee compensation based on market data to ensure that salaries are competitive with other organizations in the industry.Helps lead and/or support regional implementation of new employee onboarding, benefit presentations, or other HR presentations. Helps lead the administration of human resources policies and procedures regionally and globally.Organizes various training and development activities for staff regionally and globally.Works on special initiatives to advance the strategic impact of the HR department in the organization. May represent the HR team on various cross functional teams as needed. Fiscal Management/Budget Responsibilities/Judicious Use of Resources Exercises fiscal responsibility in using of all CASE resources. Liaison Responsibilities Works cooperatively and diplomatically with all divisions and regions.Liaises with CASE colleagues in other parts of the world to ensure the best sharing of ideas, expertise, and knowledge.Incorporates tasks and/or projects related to objectives as directed by the CASE Strategic Plan. Image Responsibilities In keeping with the CASE Values Statement, ensures that CASE is well represented by exercising a high degree of professionalism, accuracy, and ethics, in all activities, services, and products. Performs other duties and responsibilities as assigned by the manager. JOB COMPLEXITY AND KNOWLEDGE The Recruitment and Human Resources Manager receives general direction from the Director, People and Culture and is otherwise expected to work with a level of autonomy and independence, discretion, confidentiality, and diplomacy. The position interacts with CASE staff from across the world, and may come into contact with senior volunteers, members, and other high level external key stakeholders. The Recruitment and Human Resources Manager will be responsible for his/her own time management and planning tasks to ensure the key responsibilities are met. Problem Solving and JudgmentHigh level judgment and critical thinking skills are required, as the incumbent is frequently faced with situations which require immediate action in response to issues and requests. The breadth and depth of understanding of an issue and the key internal/external persons handling the issue, and the way in which the issue is handled, all affect the outcome of the situation. Professional and Organizational Knowledge The position requires that the incumbent quickly develop a deep understanding of CASE, its policies and procedures and an understanding of the culture and regional and divisional interdependencies.The position requires a deep understanding and respect for CASE’s systems and workflow.POSITION REQUIREMENTSEducation and Experience: Bachelor’s Degree in Human Resources, or related field and five years of professional experience in human resources with a focus on recruitment, talent retention, and/or HR business partner expertise. Experience in an international environment and/or education related experience is a plus. HR certifications are preferred. Skills and Abilities: A demonstrated interest in advancing education in the not-for-profit sector. A strong commitment to contributing to a culture that celebrates diversity and inclusion. An understanding and interest in engaging with a broad range of cultures and countries. Skill in candidate sourcing and interviewing; adept at creating favorable candidate experience, working with external recruiting partners, and providing consultative guidance to hiring managers. Knowledge and understanding of employment practice laws, equal employment opportunity requirements, and overall employer workplace compliance obligations.
