What will you be doing in your role?

  • Lead the monitoring process and ensure compliance meets program regulations.
  • Oversee monitoring visits, including setting the schedule and due dates for information needed in advance (in coordination with the Data Analyst and Programs Team), assigning roles to all State Refugee Coordinator team members, developing communications regarding timeline/plan/requirements for distribution to the partner.
  • Manage all staff for monitoring visits from start to finish, facilitating meetings, maintaining records, and answering questions that arise.
  • Hold partners accountable to all programmatic requirements and manage follow-up to ensure any issues are resolved.
  • Maintain a clear and up-to-date understanding of Code of Federal Regulations (CFR) and Office of Refugee Resettlement (ORR) policy letter language, interpretation, reporting requirements, and best practices for implementation of the CFR.
  • Produce comprehensive monitoring reports, including confirming all required follow-up items to address issues identified in the report, in partnership with Senior Monitoring & Compliance Specialist. 
  • Be willing to drive to conduct onsite monitoring visits of partners.
  • Oversee additional site visits, as needed, to conduct targeted evaluation of potential high-risk issues. 
  • Train all new/current staff in the requirements of the CFR and policy letters, to empower the team to ensure partner compliance. 
  • Identify trends in issues that arise throughout monitoring and make recommendations about how these may be addressed through means of trainings, improved communication from the Programs Team, and/or require additional evaluation from the Research and Design Specialist.
  • Design and implement compliance trainings for both the State Refugee Coordinator team and partners, highlighting answers to key questions that consistently arise and providing updates on CFR and ORR policy letters.

Are you the next TXOR Monitoring & Compliance Specialist?

  • Bachelor’s degree AND 2-3 years of relevant experience in program monitoring and/or compliance
  • Demonstrated experience with Microsoft Office suite, particularly Excel.
  • Must have excellent written and oral communication in English
  • Ability to travel frequently to weeklong onsite monitoring visits and quarterly in-person TXOR meetings, at a minimum.
  • Must have reliable transportation, a current Texas driver’s license, and evidence of auto liability insurance

  • Full-Time, salaried position with a starting rate of $56,000 based on minimum requirements. Pay is determined by relevant experience, work history, education and internal equities.
