Description

Position Title: Program Analyst

Area/Program Focus: All Organizational Program Services

Position Summary:  This position has primary responsibility for responsible for quality management and the technical aspects of managing grants and contracts including execution, delivery, distribution and file maintenance of documents, supporting timely program related billing and reporting, data monitoring and analysis, and generation of internal process and outcomes reports to support program quality management. Quality management includes monitoring database compliance related to program deliverables, and continually monitoring the departmental program adherence to required service deliverables.

Reports to:  Chief Program Officer

Supervisory Responsibility: None.

Essential Responsibilities:

  • Effectively evaluate and interpret data, identify trends, and make informed recommendations for program improvements.
  • Maintains strong relationships with external stakeholders and funders, representing the work of Catholic Charities East Bay as required in the course of grants and contracts management.
  • Under the direction of the Chief Program Officer, manages the technical aspects of the data collection and date reporting of program deliverables including documents distribution and maintenance, generation of timely reports and invoices.
  • As needed, works with program leads and the finance team to support program related billing and invoicing processed by the Finance Department.
  • Works collaboratively with program staff, quality assurance, communications, finance, and human resources as needed to implement and manage program analysis and data reporting. This includes responsibility for initiating and supporting database modifications as needed to track deliverables and generate evaluation and progress reports, supporting internal and external messaging (communications) and other relevant start-up tasks.
  • Monitors and evaluates programs and services to support compliance with program deliverables and evaluate program outputs and outcomes for both internal and external reporting.
  • Collaborates with program managers to produce progress and evaluation reports.
  • Tracks and monitors adherence to database policies and procedures.
  • Supports program development and grant-writing activities by conducting best practices research and providing data needed to support funding applications.
  • Supports departmental and programmatic budgeting processes through the submission of program data related to service trends and areas of need.
  • Works with program leads and finance to monitor expenditures related to grant or otherwise funded programs and services.
  • Other duties as assigned.

Success Metrics:

  • External progress and evaluation reports that are produced and submitted on a timely basis. In collaboration with Finance, expenditures are monitored, and billing processes are completed on a timely basis.
  • Program staff are kept up to date of progress toward deliverables and evaluation metrics.
  • Program managers are alerted promptly of issues and concerns regarding the client services database.
  • Strong relationships are maintained with funders, contractors and stakeholders, including their program analysts and contract managers.
  • Strong and collaborative internal relationships are cultivated and maintained.
  • Adherence to program contracted deliverables are tracked and reported at least on either a quarterly or monthly basis to be determined by the Program Managers and the Chief Program Officer.

Qualifications


  • Possesses a master’s degree from an accredited college or university. Preferred coursework in leadership, business administration, and data analytics or equivalent training and experience.
  • Three or more years working in human services, social services, program management, program development, or data analytics.
  • Valid driver’s license, proof of insurance and access to reliable transportation.

  • Computer skills; advanced competency using a client-centered database.
    1. Able to navigate a client service database, track inputs and producing internal and external reports.
    2. Able to design and manipulate spreadsheets using advanced formulas.
  • Effective communication is essential for a Program Analyst to collaborate with stakeholders, present findings and recommendations, and facilitate discussions to drive program enhancements. Able to design and produce program evaluation materials.
  • Ability to produce timely, clear and concise documentation.
  • Able to provide skilled support of CCEB quality assurance activities as specified by the agency.
