CCC Brand is Hiring a Program Supervisor I, Supportive Housing Near Portland, OR

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. SUMMARY: The Move-On program will support participants in Permanent Supportive Housing (PSH) Programs who no longer desire the supportive services and intensive case management. The goal is to support independence and choice for participants who are ready to move on from PSH to independent permanent housing. Move-On will collaborate with Joint Office of Homeless Services (JOHS), Home Forward, and Partner Referring Agencies to screen and accept eligible referrals. Move-On will work with Home Forward to facilitate the assignment of Regional Long-Term Rent Assistance (RLRA) Vouchers for eligible referrals.

The Program Supervisor provides oversight of the day-to-day operations of the program operations within Supportive Housing and will directly supervise the Move-On Housing Specialists and will assist the Program Manager with the operational responsibilities for the RLRA voucher process.

The Program Supervisor works closely with the Housing Specialists to ensure a smooth flow of work processes including assessing permanent housing participant’s needs, assisting them in obtaining permanent housing, as well as development, implementation and process improvements for the Move-On program, working with both CCC staff and external partners.

Hours: M-F 8A-5P

Location: Supportive Housing, 118 NW 3rd Avenue, Portland, OR 97209

RESPONSIBILITIES:

  • Monitor occupancy and vacancy of units and ensure occupancy is at an optimum level.
  • Coordinate and monitor daily operations of Move-On staff, ensuring adequate staffing and coverage.
  • Responsibilities include hiring, conducting regular performance evaluations, coaching, reviewing requests for time off and schedule changes, discipline, and termination of assigned personnel with support from the Program Manager.
  • Plan and facilitate regular staff meetings and quarterly collaborative member meetings.
  • Maintain effective communication with direct reports, supervisors, tenants, and property management staff.
  • Oversee appropriate management and maintenance of client records system. Input and maintain accurate records of client’s progress in working toward individualized housing goals using Apricot and HMIS.
  • Assist in developing and implementing new policies, procedures, and processes as needed.
  • Facilitate the development of processes to ensure a smooth workflow in managing housing inspections, assuring fair market rents, and renting reasonable housing for individuals accessing housing through the Move-On grant.
  • Ensure all CCC client utility bills and rent payment requests are completed and processed on time.
  • Provide training, assistance, and guidance to Move-On Housing Specialists, assisting clients working toward obtaining and maintaining permanent housing and developing self-sufficiency.
  • Provide assistance and guidance to Move-On staff assisting individuals in completing housing assessments and developing goal-driven plans.
  • Pursue affordable housing options for CCC and Move-On participants and assist them in accessing affordable housing.
  • Connect with community landlords to create viable rental opportunities for clients matched with CCC.
  • Develop relationships and present information to community landlords to expand the pool and access to available housing.
  • Work with internal and external housing providers to ensure coordinated and streamlined transitions out of homelessness and into housing.
  • Conduct follow up activities consisting of progress checks, phone, and mail contacts.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Oversee and facilitate events as needed.
  • Participate in compliance, quality assurance, and quality improvement activities as directed. Complete required documentation in a timely and accurate manner.
  • Attend appropriate community professional meetings, trainings, and events.
  • Take a hands-on approach with team members when complex client-related issues need resolution.
  • Perform other duties as assigned.

ABILITIES:

  • Knowledge and skills in working with individuals challenged by homelessness, health, mental health, and or chemical dependency issues.

  • Demonstrated expertise in assisting individuals to develop individualized plans and providing ongoing support as they work to achieve goals.

QUALIFICATIONS:

  • High School or GED required. Bachelor’s degree in a relevant field preferred.
  • Two years of experience working in supportive housing, behavioral health, social services, or related environment to include some lead/supervisory experience.
  • Knowledge of landlord-tenant law and fair housing law required.
  • Proficient in Microsoft Suite (i.e. Outlook, Word, Excel, Teams).
  • Proficient with using (HMIS) Homeless Management Information System/Wellsky and Apricot case management system highly preferred.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must possess a current driver’s license, pass a DMV background check, and be designated an “acceptable” driver as outlined in Central city Concern’s Fleet Safety Policy. Must pass an initial driver’s training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
  • Must pass a pre-employment drug screen and background check.
  • Must carry an agency cell phone for work use. Central City Concern will provide cell phones.
  • Must adhere to agency’s non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, life-styles, and sexual orientations and treat each individual with respect and dignity.
