As an Management and Program Analyst you will: Serve as a senior expert and advisor to the Deputy Director for Management and Operations, on related programmatic internal and external procedural-, technical-, fiscal-, and administrative-related policies, concepts, procedures, goals, objectives, strategies, initiatives, and efforts. Review, analyze, develop, and make recommendations to amend, update, replace, and/or convert programmatic operational, technical, and administrative-related missions and functions. Identify the impact of rule changes, legislation, and/or new policies on existing HR programmatic, professional, technical, and administrative efforts and adjust requirements, as needed to support changes in policies and processes. Develop comprehensive short- and long-range plans and guidance for future programmatic and/or contracting efforts. Conduct complex cross-cutting, multi-layered, multi-functional studies, reviews, and analyses in order to develop, analyze, and prepare in-depth reports on the comparative cost-effectiveness of program operations. Identify the need for and conduct complex studies, reviews, and analyses of interest to senior managers pertaining to organizational and business services effectiveness, and competitive sourcing and privatization, including resource allocation and management, organizational effectiveness, and performance management. Prepare and provide comprehensive reports that include the wide range of study findings that succinctly address the study parameters, the self-established study approaches, discussion on how the data/information was collected. Provide input in the formulation of the Program budget and present and defend resource requirements needed to carry out the long term goals and objectives. Supervise a small contingent of positions. Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Redirect assignments based on workload and priorities. Give advice, counsel, or instruction to employees on both work and administrative matters.

In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring. Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-13 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience analyzing, advising, and providing recommendations on workforce planning, policies and procedures to improve organization effectiveness. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
