Job Summary
The Senior Business Systems Analyst will function as the SBA within the IT and report to Programming Manager Business Development. This individual works closely with Programming Manager Business Development, programming staff and end users to define technical requirements for internal and organizational projects managed by EPMO. This includes developing system documentation such as requirements specifications, design documents, process flows, test plans, technical project plans, user manuals, training procedures and other duties as assigned. Responsible for configuring, testing, and maintaining systems to ensure accurate processing of claims, enrollment, and other related functions. The BSA will work collaboratively with cross-functional teams to design and implement system configurations that meet business requirements and comply with regulatory standards.
Duties and Responsibilities
  • The Senior Business Systems Analyst will work with Programming Manager to gather requirements for IT led projects/systems or improvements to existing systems. Performs requirements analysis, translating business needs into technical system requirements and specifications.
  • Work with IT teams, and other stakeholders to gather and understand configuration requirements. Communicate configuration changes and updates to relevant departments.
  • Provide technical support and training to users on system functionalities and configurations.
  • Develop and execute test plans to validate system configurations.
  • Identify, document, and resolve configuration issues and discrepancies.
  • Conduct regular audits of system configurations to ensure accuracy and compliance.
  • Generate and analyze reports to monitor system performance and identify areas for improvement.
  • Maintain detailed records of system configurations and update documentation as needed.
  • Stakeholder Engagement: Work closely with business users, IT teams, and other stakeholders to establish strong relationships, understand their needs, and address any concerns or issues that arise during the project lifecycle.
  • System Implementation and Support: Collaborate with development teams to oversee the implementation of new systems or system enhancements. Provide ongoing support, troubleshoot issues, and ensure system stability and performance.
  • System Analysis and Design: Analyze existing business processes, systems, and data to identify gaps, inefficiencies, and areas for improvement. Design and propose solutions that align with business objectives and requirements.

  • The IT Business Systems Analyst will be working closely with Quality Assurance staff for testing and evaluating new systems to ensure that they meet the requirements and are working as expected. On occasions, take full responsibility of perform QA functions.
  • Develops and maintains system/ technical documentation including technical process flows, technical design, DB changes, process documentation/ pseudo code.
  • The BSA will work with the development team to ensure that the new system is successfully implemented and deployed. This includes providing training to end-users and ensuring that the system is working as expected.
  • The IT Business Systems Analyst may be responsible for analyzing data to identify trends, patterns, and insights that can be used to inform business decisions.
  • Guides the business SMEs to define the future state process flows.
  • Documents current and future state workflows, utilizing process flow diagrams, entity-relationship diagrams, and flow charts.
  • Other duties as assigned.
Qualifications
Knowledge/Skills/Abilities
  • Requires technical, analytical, and interpersonal skills.
  • Proficiency with MS desktop applications including Oracle SQL, , Excel, Word, MS Project, and Visio
  • Excellent written and communication skills, including project management documentation writing skills.
  • Understanding of SDLC and various methodologies and knowledge of formal requirements gathering methodologies
  • Analytical and process skills
  • Demonstrates superior knowledge of business analysis.
  • Health care business processes (Medi-Cal and/or Medicare) knowledge, including claims and eligibility processing, benefits, and authorizations is highly required.
Education and Experience
  • Bachelor's Degree is preferred plus six (7) years' experience working as a business analyst or equivalent combination of education and experience.
  • Healthcare or health insurance industry experience is required.
  • Must have significant experience working within a structured Project Management and SDLC environment.
  • Significant experience in the creation and execution of test plans is required.
  • Possesses in-depth experience working within the software-development life cycle.
