Centerboard is Hiring a Program Director - Phoenix Rising Near Lynn, MA

SUMMARY OF POSITION

The Program Director will be responsible for the oversight and coordination of Phoenix Rising (CSEC) program, in collaboration with other Centerboard Youth Services Programs, to ensure that the staff and program participants function fluently and according to program policy and procedures. The Program Director oversees the budget, and outcome data, and is responsible for implementing changes to service delivery based on data analysis.

JOB FUNCTIONS*

Organization Responsibilities:

  • Ability to work with youth or youth and families in a changing setting, which may include transitional care and aftercare outreach.
  • Obtain required training for agency and position (mandatory trainings listed below), including a multi-cultural awareness training
  • Required to use personal vehicle, when Centerboard vehicle is not available, to meet and fulfill agency and programmatic needs.
  • Demonstrated understanding and ability to respond to situations using the model of Trauma Informed Care and Behavior Management responses.
  • Provide leadership and act as a role model for staff and residents.
  • Work with the Assistant Clinical Director of Youth Services, the Director of Youth Services and HR to ensure that all staff receives mandated trainings and is appropriately certified.
  • Participate and engage in weekly supervision with the Assistant Clinical Director of Youth Services.
  • Communicate all staffing concerns and associated documentation to Human Resources in a timely manner.
  • Responsible for the documentation and implementation of staffing corrective action and development plans.
  • Participate in staffing recruitment and hiring in conjunction with the Assistant Clinical Director of Youth Services and HR.
  • Complete and oversee the completion of employee annual evaluations.
  • Attend or lead meetings such as staff meetings, leadership, supervisors, critical case review and any other meetings that may be required as part of communication of concerns of clients to ensure a collaborative approach to addressing their special needs.
  • Work closely with other Program Directors and staffing teams making sure that communication and collaboration are adhered to and that resources are shared to benefit all programs.
  • Champion and participate in mutual support of Youth Services training and coordination of continuity of policies, procedures and best practices among programs.
  • Conduct COVID testing - Test staff and residents according to CDC Guidelines and update the Resident Surveillance Scorecard on Google Docs.
  • Maintain Monthly Staff Calendar- Adhere to program ratios. PD’s can be included in program ratio coverage as needed. Review the schedule for any changes to staff assignments. Work with the temporary employment service to fill shifts.
  • IR Reviews and Updates – Review all IR’s daily and communicate with staff to make updates and fully complete those reports as needed. PD should write updates when necessary.
  • Com Log – Read and review daily and write a daily entry about q completed a walk around of the interior and exterior of the property.
  • Receipts- Monitor all staff spending for the program, get receipts for all purchases and log them in the Petty Cash binder.
  • Supervision- Conduct supervision meetings for all staff at your program.
  • Attend Clinical meetings and all Centerboard Leadership trainings.
  • Filemaker – Review Collateral Notes, Advocate Notes, Com Log, Progress Notes on all residents
  • Van (if program has one) – check to make sure the van has gas and if the van needs repairs or maintenance. All staff who drive the van must complete the mileage forms that can be found in the Van Binder.
  • Review all Program Binders - i.e. Fire Drill Binder, Room Search Binder, Activity Binder, Staff Meeting Binder, and Group Binder. Van Binder, Community Time Binder, Phone and Mail Binder.
  • Participate with the Quarterly Program Reviews
  • Staff Meetings – Conduct staff meetings every two weeks and keep the agenda/minutes in the Staff Meeting Binder
  • Citizens Credit Card Invoices – Review and reconcile invoices and submit to the fiscal department.
  • Stoneham Invoices – Review and reconcile invoices, using the Stoneham Staff sign in/out paperwork, your monthly calendar and the Com Log and Staff Lead reports.
  • ADP- Review staff ADP time and attendance.
  • Trainings - Keep a log of training hours and participate in trainings through Track Trainings, in person/on the phone/online.
  • CQI, Theory of Change – Participate in quarterly reporting.
  • On Call - Participate in the On Call rotation and document calls
  • MAP – PD must get MAP certified
  • MAP Audit- Work with Medication Coordinator and check all MAP checklists for State compliance.
  • EEC Audit- Prepare program for a state audit including the physical interior and exterior property and all documentation, every 2 years.
  • Transportation for youth under 18 years old – Staff must transport and stay with a youth for the following appointments: Hospital/ER visits, collateral meetings, court, school meetings, doctor and dentist appointments.
  • Create Groups for the Program
  • Conduct In- House trainings for staff- i.e. Safe Sleep Tr., IR documentation refresher, BMT refresher, COVID testing, Progress and Advocate Note documentation, Staff shift responsibilities refresher and others.
  • CQI, maintain, track, document, and create information necessary for the individual program. Attend meetings and present information as required. (CQI, Theory of Change )

Programmatic Functions:

  • Collaborate referral and admission process with the Department of Children and Families and Department of Transitional Assistance.
  • Comply at all times with federal, state and local regulations and requirements.
  • Develop and maintain community-based affiliations/relationships for family and program supports.
  • Fiscal responsibilities include, but are not limited to completion of monthly billing reports, purchasing of programmatic supplies, oversight of petty cash, handling incoming and outgoing resident program fees, and understanding and implementation of program budgets.
  • Administrative leadership responsibilities include, but are not limited to conducting weekly staff supervisions, providing case management support, facilitating weekly program staff meetings, maintaining staff schedules and requested time-off to minimize the use of overtime, coordination of continuum of care provided by family advocates to residents across all Teen Parent Programs, and facilitating monthly resident house meetings.
  • Coordination and implantation of resident groups facilitated by in-house staff as well as outside resources.
  • Ensure that all facility and IT concerns are communicated to maintenance in a timely manner and follow up upon to ensure completion. Address any safety and health concerns immediately.
  • Ensure new staff is properly oriented to the program(s) and provide on-going internal and opportunities for outside trainings to program staff.
  • Supervision of program Interns and volunteers may be required from time to time.
  • Assure that all quality of life standards are maintained including maintenance, dietary, hygiene, clothing, building, vehicle safety, and cleanliness.
  • Oversee the planning of creative activities, including community service projects and in house programming utilizing the talents and skills of staff and volunteers.
  • Demonstrate ability to effectively manage crisis situations with residents as well as program staff in a timely and appropriate manner.
  • Oversight of program Daily Communication Log, Resident Binders, Incident Reports, Internal Investigations and other programmatic documentation when appropriate.
  • Participate in Quality Assurance management of the residential component of treatment.
  • Maintain appropriate boundaries and confidentiality with residents as well as program staff.
  • Other requests and assignments as needed.

QUALIFICATIONS

Required to pass initial competency evaluation as well as continued assessments of professional development and future trainings. Bachelor’s degree, some college preferred, or at least 5 years’ experience working with individuals developing independent living skills or residential care required. Previous supervisory skills and a valid driver’s license needed. Qualified candidates must possess strong communication and organization skills and be a willing participant in Centerboard multicultural awareness, diversity, equity and inclusion trainings, meetings and philosophy.
