About the Qualifications
To procure materials, supplies and services necessary to support the Central Arizona Project's (CAP) operation. Develop and execute strategic sourcing strategies and category management activities for assigned categories of goods and services while maintaining high ethical standards; assist Buyers and consult with requestors to provide resource information.
Some of the specific duties include:
1. Develop and execute strategic sourcing strategies and category management activities for assigned categories of goods and services to secure the best economic advantage for the CAP within highest ethical and commercial standards; protects proprietary and confidential information, both internal and supplier-provided.
2. Assists Buyers in developing findings and supporting information and data required to compile solicitation documents.
3. Ensures that contracts are adequately documented to show compliance with federal and state laws and the CAP's Administrative Policy Purchasing.
4. Expedites orders to assure delivery dates are met or resolved, takes necessary action to rectify any discrepancies in shipping, receiving, or accounts payable.
About the Qualifications
Associate's degree (or higher) in Purchasing or Business Administration from an accredited college or university with 3 years of work experience related to the duties described above in areas such as, procurement, supply chain management, and/or accounting; OR, a high school diploma or equivalent with 5 years of related work experience.
Knowledge of contract documents, solicitation methods and contract administration, skill in strategic sourcing and vendor selection to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services, skill in negotiating contracts, ability to prioritize, schedule, and undertake concurrent work assignments, ability to effectively communicate orally and in writing, including the ability to convey policies, procedures, and technical subjects in a clear, concise and positive manner, ability to use judgment and initiative in making recommendations and resolving problems that are difficult and sensitive in nature and the ability to develop effective and cooperative working relationships with other departments, employees, suppliers and other public agencies.
Required Certifications or Licenses: Must have a valid driver’s license and maintain a good driving record.
Preferred Qualifications: Professional certification from a purchasing organization such as NIGP or ISM. Buying experience in specialty areas such as: electrical, mechanical, automotive, civil.
