Central City Concern is Hiring an Occupancy Specialist Near Portland, OR

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.
The Occupancy Specialist, a key member of the Occupancy & Compliance team, is responsible for maximizing physical and financial utilization of the Central City Concern housing portfolio. The Occupancy Specialist manages waitlists, processes applications and income certifications, prepares leases and addenda, monitors vacancy, coordinates Section 8 subsidies, coordinates tenant move-ins, assists with rent collections, and works with property managers and resident services to sustain successful tenancies. This is not a leasing agent or housing placement specialist role. The successful candidate must be able to thrive in a diverse team environment and enjoy working with high needs tenants.
MINIMUM QUALIFICATIONS:
  • High School diploma or GED equivalent. Bachelor's degree preferred.
  • Requires one year of property management experience, preferably in affordable housing management; OR two years of related experience to include direct customer service experience with renters, tenants, etc.
  • Familiarity with Oregon Landlord/Tenant and Fair Housing Laws and practices.
  • Direct experience with LIHTC tenant certification is preferred.
  • Must possess working knowledge of MS Office software and be able to perform basic functions such as compose business forms, letters, and create spreadsheets. Must be able to utilize spreadsheet functions to perform basic sorting, and filtering, mathematical and date-related operations. Preference will be given to those who can demonstrate familiarity with spreadsheet conditional logic functions and Office mail-merge functions.
  • Must possess sufficient composition and grammatical proficiency to compose proper business letters, report summaries, and technical documents.
  • Must pass pre-employment drug screen and background check.
  • Must be able to bend, stoop, kneel, squat, twist, reach, pull, and lift heavy objects. Must be able to climb stairs several times a day.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Maximize portfolio occupancy through effective coordination of approved applicants and available units throughout assigned properties.
  • Prepare residential leases.
  • Coordinate waitlist and application processing for units with Section 8 subsidy; includes assisting applicants with preparation of Home Forward documents and high-volume scheduling with Home Forward.
  • Process wide variety of income verification documents.
  • Prepare Tenant Income Certifications in accordance with various funding agreements.
  • Post tenant and subsidy rent payments, security deposits, and other revenue items in Property Management Database.
  • Maintain schedule of move-in activity and coordinate with staff as needed to facilitate smooth workflow.
  • Prepare and Maintain tenant files and documentation in a neat, orderly manner.
  • Prepare periodic reports with respect to building occupancy and tenant certification.
  • Assist with other data processing as needed.
  • Manage Resident Reasonable Accommodation/Modification procedure.
  • Serve as back-up for other Occupancy Specialists, Administrative Assistants, and Compliance Specialists during absences and/or during peak work periods.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
DESCRIPTION OF OTHER DUTIES:
  • Perform other special projects and duties as assigned.
  • Become certified State of Oregon Enrollment Assister and assist individuals in enrolling for healthcare coverage as directed by supervisor.
SKILLS AND ABILITIES:
  • Direct knowledge and experience performing LIHTC Tenant Income Certifications, including income calculations, verification processing, and other elements related to determining eligibility.
  • Sufficient computation skills to process and validate application-related LIHTC, HOME, HOPWA, and other tenant certification functions.
  • Direct knowledge and experience with Section 8, HUD, and/or Public Housing waiting list, application, and leasing; experience with Home Forward or other housing authority preferred.
  • Knowledge and experience with industry-standard housing and subsidy waitlist practices, regulations, and guidelines.
  • Strong familiarity with Fair Housing standards and practices.
  • Familiarity with invoicing, accounting, and billing practices related to affordable housing and subsidy payments, or similar practices in another field.
  • Proficiency in MS Office computer software, including MS Word, MS Excel, and MS Access.
  • Familiarity with Yardi Voyager software preferred.
  • Knowledge of chemical dependency and recovery processes preferred.
  • Superior organizational skills and ability to develop and maintain complex records, files and to process numerous reports required by various agencies.
  • Demonstrated ability to prioritize and multi-task in a fast-paced, deadline-driven environment.
  • Ability to manage time and meet deadlines.
  • Ability to communicate clearly and concisely both orally and in writing with applicants, outside agencies and internal staff.
  • Knowledge of or ability to be trained in effective de-escalation techniques.
