Tribal Court Service Officer

INFORMATION

Job Class: Court Service Officer
Department: Public Safety
Location of Work: Juneau

Hours of Work: M-F, 8:00 am – 4:30 pm

PURPOSE
The Court Service Officer will provide a wide range of services to the Tlingit & Haida Tribal Court system, including serving court documents, providing court security, and assisting with other court-related duties assigned by the Public Safety Director.

REPORTING RELATIONSHIPS
Reports To: Public Safety Director
Supervises: None
Liaison To: Tribal Court

ESSENTIAL FUNCTIONS
Provide courtroom and facility security in the Tlingit & Haida Tribal Court, including response to alarms, disturbances, and public safety incidents, and dignitary security for the court.
Serve process documents according to instructions from the courts and agency standard operating procedures, including subpoenas, summons, writs, domestic violence writs, orders, complaints, and other legal notices.
Enhance and maintain communications between Tribal Court and law enforcement partners, including Alaska State Troopers, local police departments, and Tlingit & Haida's Village Public Safety Officer program by facilitating the delivery of court documents, communicating about court business, and processing return documents.
As needed, travel to rural Southeast Alaska communities to serve court orders when other law enforcement is unavailable.
Assist with developing procedures related to the responsibilities of this position.
Attend trainings this position requires, including a 6-week Court Service Officer academy.

NECESSARY SKILLS AND KNOWLEDGE
  • Use proper telephone and correspondence etiquette and maintain a professional demeanor at all times.

  • Excellent interpersonal communication skills.
  • Must possess effective writing, speaking, and comprehensive reading skills.
  • Effective non-violent and verbal de-escalation skills.
  • Knowledgeable about Tlingit & Haida court processes and procedures.
  • Able to use the minimum amount of force necessary to safely secure a situation up to and including the use of non-lethal force.
MINIMUM QUALIFICATIONS (education, experience, skills)
  • High school graduation or the equivalent.
  • Not less than 21 years of age.
  • Possession of a valid driver's license with an acceptable driving record as determined by employer.
  • Not convicted of a felony whether set aside, suspended imposition, expunged, or pardoned, excluding juvenile adjudications.
  • Not convicted of a misdemeanor crime that resulted in serious physical injury to another person in the last ten years.
  • Not convicted of a misdemeanor crime, reduced or related, to domestic violence whether set aside, suspended imposition, expunged, or pardoned.
  • Not convicted of a misdemeanor crime of dishonesty or moral turpitude in the last ten years.
  • Not convicted of more than two misdemeanors in the last ten years (unless under the age of 21 at the time of the acts, AND three years have lapsed since the most recent act).
  • Never denied certification or had basic certification revoked by the Alaska Police Standards Council or the responsible certifying agency in any other issuing jurisdiction (unless the denial or revocation has been rescinded by the council under 13 AAC 85.270 or by the responsible certifying agency of the issuing jurisdiction).
  • Never discharged or resigned under threat of discharge, for cause relating to dishonesty or misconduct, from employment as a police officer in this state or any other state or territory.
  • Not illegally manufactured, distributed, or sold a controlled substance while employed as a peace officer or in a position associated with law enforcement.
  • Successful completion of a physical agility test, and sound health, physical and mental condition as determined by a medical doctor to meet the demands of the job.
  • An extensive background investigation will be conducted.

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. May be required to use physical force to restrain a person. Travel on small aircraft or ferry may be required.
